J Halloran of oC Salt Lake one of the delegates dele gates to the Democratic national con con- Mr Halloran read the letter to the delegates who held a caucus Tuesday night at the Hotel Newhouse He explained ex cx- that Senator Kings King's letter was in response to a telegram sent from Utah protesting the s senators senator's vote which appeared to jeopardize the copper industry in Utah There was no occasion for the disturbed disturbed dis dis- dis condition of at the people re ic- regarding garding the copper tariff says Senator Sena Sena- tor br Kings King's letter You have learned of course that the tax bill contains a provision for a tariff on copper and compensatory duties upon all products products prod prod- of which copper is a constituent part MIGHT HAMPER PASSAGE It was my opinion that a tax bill should not be converted into a tariff measure I foresaw that if it that were done it would result in long debate and might impair the passage o of the bill bitt I feel that a tax bill should stand on its own merits and that a tariff tariU measure should likewise rest upon its own foundation I was afraid that if efforts cUorts were made to I convert the tax bill into a tariff bill demands would be made for bri tariffs upon a multitude of commodities and that congress would be unable to promptly pass n a needed revenue bill Moreover the Democratic policy is that tariff measures should not be the result of rolling log and dickering and bargaining During this congress the Demo Demo- Democrats crab and Progressives passed a tariff measure which was sent to the president dent ent and which he vetoed That meas- meas measure ure contemplated that when any mels I particular particular par- par commodity was entitled to a tariff that it should be considered in independently independently dependently of oC all other commodities and nd and be judged solely by its merits This his plan is in opposition to the bargaining bargaining bar- bar gaining rolling log methods which have so often prevailed in tariff tari legis- legis Ila lotion lion I COPPER HAD GOOD CASE It was my view that copper had a good case ease and that a bill providing a tariff ariff upon copper should be offered in n the house and arid after receiving the approval of the house sent to the thc senate senate sen sen- ate for its action Unfortunately that course did not prevail I received man many letters and tele ide- telegrams grams demanding that I enter into compromises and bargains with supporters sup sup- porters of tariffs upon oil oil coal and lumber umber in order to get support for copper This I refused to do It seemed to me that legislation secured by bargains and compromises of the character indicated c could uld not be de de- fended ended However as I have indicated ed the case for copper was meritorious ous and standing alone it was en en- titled to succeed There was no for a n tariff on coal oil oU or lumber umber The tariff upon coal will prove very injurious to the United States Stales As you know Canada has been one of our best customers She has been purchasing approximately worth of American commod commod- ties a year When the Hawley tariff tariU act was passed it raised tariff barriers against some of oC her products She promptly passed tariff bills which have lave resulted in excluding from Canada Can ada ado more than 50 per cent of oC our ex cx- ports PLANTS CLOSED DOWN That means that hundreds of plants and factories and mills and mines that had been employed in pro pro- producing commodities for export to Canada were closed down and tens of thousands if iC not hundreds of thousands thou thou- sands ands of lost their jobs Canada has been buying from 10 to o 16 million tons of oC coal from America Amer Amer- ica ca each year That has kept kent hun hun- of oC c coal al mines in irs operation and furnished work for thousands of coal miners Canada shipped to us only bout about tons of oC coal annually but Ut as stated purchased from us more by jy many times the amount imported into this country from rom Canada It has been announced in Ottawa Canada that the tariff on lumber and coal and oil will result in iii practically closing Canadian markets for our coals as well vell as for the tens of oC mil rail lions ions of ot dollars' dollars worth of oil which we have been shipping to Canada she will retaliate and the result will vill wille willbe be e that we will vill lose most of oC our trade with Canada and she will buy commodities com modifies which we formerly furnished furnished fur fur- her from rosa other countries I |
