Also all property abutting on the South side of 4th South Street between 2nd West Street and 4th West Street. Also all property abutting on the East side of 4th East Street between 4th South Street and Hobble Creek. Also all property abutting on the North side of 4th South Street between 4th East Street and 8th East Street or Tranchell Hill.
