Almost desolate quiet reigned over this ordinarily busy street of Portsmouth, Ohio., as Ohio flood waters topped the city's 60-foot wall and covered the low-lying business and residential districts. Occasional stragglerst persisted in venturing into this area, and many who had scoffed at the threat of flood found themselves imprisoned in the upper stories of the buildings, deprived of heat and endangered by rising influenza.
