They are booked, photographed photo-graphed and fingerprinted. Traffic Sergt. Laurence Kelly, in charge of the recently created accident ac-cident prevention bureau, keeps a complete Bertillon record of all offenders arrested on any of the three following charges: Driving while intoxicated. Reckless operation of a motor vehicle and causing an accident. Drunken driving and causing an accident. Since formation of the bureau, Kelly says, there has been a reduction re-duction in the number of accidents acci-dents and he is convinced the new system will make for an even greater rduction. Police Chief William Blayloclc approves Kelly's new system of photographing and fingerprinting drivers. "Fingerprinting is the best system sys-tem of identification in the world," he said. "It won't be long before other cities are doing it." Only two deaths have occurred from automobile accidents in Waukegan this year. The city is now rated as among the first fiv safest traffic cities in the state. |
