Show Governor Recommends Sales Tax In Message X lo-Sfj Legislature Executive Warns Against Extremes; Filing Fee Feature of State Income Tax Is Favored; Urges Federal Reclamation. SALT LAKE CITY, Utah, Jan. 11 (U.R) Governor Henry H. Blood today recommended the issuance of 2,000,-000 2,000,-000 in state bonds, revision of state tax laws and a selective sales tax to offset the deficiency in state funds, in his message mes-sage to the state legislature. While recommending economy wherever possible, the governor gov-ernor warned against extremes. "The tendency of mankind under great provocation is to resort to extreme measures," he said. "This is not the part of wisdom." Study Government Economy The governor also recommended: 1 Retention of the filing fee of the state income tax law. 2 Study of the structure of the state government to ascertain if it can be more economically conducted. 3 Legislation to strengthen and fortify the banking system. 4 a joint memorial to the president and congress urging urg-ing continuance of reclamation activities. 5Amendment of transportation laws providing higher taxes for trucks acting as common carriers. . 6 A joint memorial to the president and to congress for rehabilitation of silver. ' ' - 7 Prompt action upon the Norris amendment to the constitution seeking to abolish the "lame duck" session of congress. . The proposed measures, he said,' would inolude: ' A five day week and a six hour day on all public works. - Wage scalos in keeping w id-Am id-Am erica n standards of living. . Protection of men and children in industry; - I "Enlarged opportunity for vocational voca-tional training and education. A state anti-injunction law to conform to the federal law. Recommending the issuance ot state bonds the governor said the legislature must take care of an estimated deficit of nearly $2,-000,000. $2,-000,000. Default Undesirable "It is extremely desirable that the $1,000,000 of refunding bonds be authorized early enough to lake up the tax anticipation notes ot the end of the present, month and thus avoid' the possibility of the state Impairing its credit by default, de-fault, cither in payment of interest inter-est or principal. "I earnestly recommend these bond Issues in the total amount of $2,000,000 and respectfully suggest your prompt action. Stating that several changes in existing lawn were necessary he governor rocommended adoption of a selective sales tax on nrticles non-essential to public welfare. The tax, he pointed out, would be similar to the tax now imposed on cigarettes. |
