Show State's lien With the imposition of the lien law in Utah in 1947, the average number of persons on the welfare rolls was reduced from 15,392 in fiscal 1947 to 10,956 for fiscal 1949 after full provisions of the law had been in effect. This shows a cut of 4,443 persons or 30. At no time since then has .the number been above this figure states the Utah Foundation, non-profit tax study organization. Fpr fiscal 1947, expenditures for old age assistance totaled $6,667,795 with average monthly month-ly payments of $36.10. For fiscal 1959, the total outlay was almost exactly the same as the 1947 figure or $6,6677,-828. $6,6677,-828. However, a reduction in the number of persons recev-ing recev-ing aid from 15,392 to 8,638 and with average payments increasing to $64.33 or nearly double the earlier figure has been accomplished with no increase in-crease in the over-all cash. The current average is $65.10. During the 12 years and 8 months since the lien law became be-came effective, old age recipients recipi-ents have been paid a total of $81,062,147 In that time, recoveries re-coveries of $1,853,357 from 8,678 estates have been made. This means that the average was but $215. This is not a great deal of money. The major results of the law, are in the reduction of the welfare rolls so that only those in actual need receive assistance. An initiative measure to repeal re-peal the lien law was presented to the electorate for vote at the 1952 election. The proposition pro-position was fully discussed with both arguments and emotion. |
