Albert Edward, Ed-ward, prince of M'ales, the guest of the American nation, cuine into personal touch with "government by tho people" tonight at the most formal event ot his stay here, In the halls of the library 01 congress, a reception to which all members mem-bers of congress and their families had been invited. Members of the '.ablnet and the diplomatic corps also attended. The prince received the American legislators legis-lators in the nitdst historic documents dealing1 with tho separation of the American Amer-ican colonies from tin; empire over which lie is destined to relpn. The prince went to the reception from the home of Secretary Lansing, where, with Mrs. Lansing, the secretary had entertained en-tertained him at dinner. Ho paid homage hom-age to American soldiers wounded in Franco earlier in the day when ho inspected in-spected "Walter" Reed Military hospital and in a brief address hailed these men as "my comrades in arms." The prince was enrolled formally as a member of the American Hod Cross during dur-ing the day. The badge of membership was pinned among the war decorations on his breast, by W rs. Farrand, wife of Dr. Livingston Farrand, chairman of the Red Cross central committee, and he wore it proudly during" the day. The dollar he tendered and his autograph auto-graph were placed beside those of King Albert and Queen Elizabeth of Belgium In the society's museum. The only other formal event of the prince's day was his inspection of the Lincoln Memorial, Hearing completion beside the Potomac, but ho added to his program in the afternoon, which had been left for him to dispose of as he saw fit, a call at the home of Mrs. George Dewey, widow of Admiral Dewey, the hero of Manila bay.
