Fleming, section chief. A circular letter, devoted entirely to t he "Work or fight" order of General Crowder. was received yesterday by Dr. W. C. F.baueh. secretary of the scate council of defense, asking that body's cooperation co-operation In reporting men who are of draft age and not engaged in useful and necessary occupations.
