General Gen-eral Seinenoff, the anti-Bolshevik leader, with the help of Chinese artillery, ar-tillery, has defeated the Russian red guards on the Chinese frontier and dispersed them, according to a Moscow telegTam to the Rhenisch Westphalian Gazette of Essen. LONDON', Aug. 10. In reprisal for the arrest st Moscow of Robert If. E. Loekhart, British consular agent at Moscow anil other British officials by the Bolshoviki, M. Litvinoff, the Bolshevik Bol-shevik , emissary in London, has been planed under police ' supervision, the Daily Mail states. The forces the allies purpose sending to help the Czecho-Slovaks in Siberia arc pitiably inadequate and an attempt to accomplish the task with them would only be courting disaster, says the Daily Mail's corespondent at Vladivostok, telegraphing on Tuesday. Dr. Ghiroa, the head of the Czechoslovak Czecho-slovak organizations in Vladivostok, is reported to have said: "Our numbers are being depleted by constant fighting and sickness while we are waiting for reinforcements, and every day's delay is to the advantage of the "other side. "Our force in Vladivostok is without artillery cavalry, airplanes, grenades or proper clothing, while the enemy has all these. The longer the allies delay the uioro we dwindle. We have made these facts plain in many telegrams and you see the result." The beginning of a Red Guard of-' of-' fensive against the Ozccho-Slavs was announced tonight in a wireless message mes-sage from Moscow, presumably sent by the Bolshevik government. The message mes-sage says the Czecho-Slavs have captured cap-tured Irbit, in the government of Perm, and continues: "We occupied Miroshka, south of IJhalynsk, and have started an offensive offen-sive toward the Simbirsk railway, part of which is in our possession." Simbirsk is the capital of the government gov-ernment of the same name. It lies on the Volga, 105 miles southwest of Kazan. Irbit lies at the junction of the Irbit and Nitsa rivers, 100 miles northeast of Yekaterinburg, . recently reported captured by the Czecho-Slavs. By Universal Service. AMSTERDAM. Aug. 10.
