General impressions tv h teh prevailed in newspaper circles today to-day were reflected in the afternoon papers, pa-pers, that Germany is attempting to prevent pre-vent actual hostilities with the United States by overtures for a compromise on her war zone policy. The only discoverable discovera-ble ground for such impressions was the news that Germany has offered Holland and the Scandinavian countries "some concessions" for steamers taking to Germany Ger-many food supplies and mails. The greatest Interest centers in the reply re-ply of the smaller neutrals to President "Wilson's suggestion that they follow the American policy. There is no indication in the messages from the Scandinavian countries and Holland, however, that they propose to go to the length of a rupture. Holland's relations with Germany have been sharply strained by the sinking of ; several Dutch steamers under clrcum- i stances compelling Holland to file pro- tests and requests for an explanation, but ; the belief here is that the smaller countries coun-tries bordering on Germany would fear to align themselves in hostility, for one reason that in the possible event of the central powers winning the war their destiny des-tiny would be wholly in Germany's grasp. Spain's attitude is different. Only a few weeks ago Spain was listed here as the onlv distinctly pro-German European nation na-tion among the neutrals, except Greece. This attitude was credited by officials in London to an extensive propaganda carried car-ried on by Germany in that country throughout the war. Spain's relations with Germany today, however, are considered con-sidered to be about the same as Holland's. Hol-land's.
