Show .PAUL IS ASSISTANT Commissioner Stillman Objects, Ob-jects, but Wants Doctor Made Chief. MATTER OF ECONOMY Crabbe Contends That Inspection In-spection Work Is Seriously Serious-ly Delayed. Tr. Samuel G. Paul, former city health commissioner, was appointed assistant as-sistant physician for Salt Lake county yesterday at a salary of $150 a month, to have general charge of heaith and sanitation work. The appointment was made over the head of County Commissioner C. P. Stillman by Commissioners A. H. Crabbe and J. H. Wheeler. As chairman of the committee on health and charity, Commissioner Stillman Still-man protested against the appointment of an assistant county physician on the ground that by such appointment the county would be incurring needless expense. ex-pense. Commissioner Stillman explained that, since it was deemed necessary to have a sanitation expert as assistant county physician beeause of the inefficiency inef-ficiency of Acting County Physician C. N. Ray in sanitation work, he favored fa-vored dispensing with the services of Dr. Eay and the appointment of Dr. Paul as county physician. The appointment of Dr. Paul as county coun-ty physician would secure to the county h'is services as a sanitation expert without with-out additional expense to the county, argued Commissioner Stillman. Commissioners Com-missioners Crabbe and Wheeler, however, how-ever, held to their position that Dr.. Paul should be aouointed to the as- sistantship. Action on the- appointment was pre- cipitated by a communication from Acting County Physician Ray, recommending recom-mending that an assistant be appointed-immediately. appointed-immediately. N-o suggestion was made in the recommendation as to who would be satisfactory to the acting county physician. To Direct Sanitation. When the recommendation submitted by Dr. Ray came before the board for consideration Chairman Crabbe designated desig-nated Commissioner Stillman as chairman chair-man and then offered a motion that Dr. Paul be appointed to the position in question. The motion of appointment provided that the assistant county physician should be constituted health officer in sanitation districts 1 and 2, which, in clude the entire county, thereby giving him complete jurisdiction over sanitary matters. The further definition of the assistant assist-ant 's duties, provided in the motion, desitrnates him as having charge of the handling of contagious diseases, health supervision in the county schools and the isolation hospital. The appointment appoint-ment was made effective immediately. ! Commissioner Wheeler voted for Com- j missioner Crabbe 's motion and Commis-j sioner Stillman voted against it. After- j ward he moved for reconsideration and the appointment of Dr. Paul as county physician, but the motion did not receive re-ceive a second. Inspection Is Delayed. j During discussion of the question of ; county sanitation, Commissioner Crabbe ; explained that he had received com- plaints that inspection work, especial- ; ly in the canyons, had been seriously delayed de-layed this year. Commissioner Still- 1 man denied that any delay in the work i had resulted from laxness in his of- i fice. He said that in so far as it was j chargeable to the acting county pbysi- : cian he was not responsible, since he j did not recognize the incumbent, Dr. j Ray having been appointed temporarily to the position over his protest by the majority members of the board. Asked who had complained to him of delay in the sanitation work. Commissioner Com-missioner Crabbe named Joseph Weiler, county sanitation inspector. Thereupon Commissioner Stillman announced that he would have Inspector Weiler beforo the board to answer for himself as to any complaint he was alleged to have made to Chairman Crabbe. Immediately after this announcement from Commissioner Stillman, Commissioner Commis-sioner Crabbe qualified his statement by saying that Inspector Weiler had not made specific complaint against Commissioner Com-missioner Stillman, but had merely remarked re-marked that the inspection work was late in being started this year. |
