Show Report Not Confirmed. WASHINGTON, Dec. 23. No report that General Gutierrez had left Mexico City and that the capital was being governed gov-erned by a commission had been received here late today. The Gutierrez agent declared de-clared lie had talked over the telegraph wire last night with Gutierrez himself in the national palace. State department officials were interested inter-ested in the report, but had no advices concerning it.
