The British embassy notified the state department de-partment late today of a receipt of a telegram from London to that effect. No date was given as to when it would become effective. No intimation had been given in previous previ-ous notices to this government from Great Britain that rt-slnouk products of any sort would he included either on the conditional or the absolute contraband lists. The state department sent notices to many American shippers who inquired a briii t the matter that they could ship their resin r, us products without fear of having them seized. Cotton shippers had planned to use these heavier articles as ballast. The reason for Great Britain's present action, while not specified iu the embassy's em-bassy's note to the state department, was said to be the fact that the articles named are of use in one furm or another for war purposes. One of the substances made from resin, it was explained," not only is largely used as a binder in shrapnel shrap-nel shells, but also enters into the manufacture manu-facture of certain combustibles, while camphor Is used in making smokeles? powder and turpentine has been used to produce synthetic camphor. The British embassy did not announce when the order in council would be issued, is-sued, declaring? officially that the articles were to Lu considered absolute contraband contra-band from a fixed date. |
