Show PROTEST OF THE POWERS FAILS TO HAVE EFFECT China, for centuries under the Mao ehu rule became a republic on Febru ary 12 1912, following the revolution of 1911 and after the adoption of a provisional constitution and the eler tion of Yuan Shi Kai as president un der its provisions on October 6 1913 he was inaugurated four days later on October 10 Indications of plans to abandon the republican form of government and re vert to the monarcbistic system were first apparent in August last with the publication of accounts of a meeting of prominent men in Pek n who formed an association to discuss whether a monarchy was not the beet form of government for China The march of events followed fast. It was announced in Pekm on Novem ber 7 that fifteen of the e gbteen prov inces had voted in favor of a mon archy Notice Is Given Meanwh le the entente powers not ng with evident anxiety the progress of events in Ch na made representa tions to Pekin regarding the proposal to upset the republican government and subst tute for it a monarchy It was pointed out to Ch na that such a step in the m dst of the European war vas not desirable from the v ew point of the powers as tend ng to lessen the stab 1 ty of cond t ons and poss bly lead to nternal outbreaks which n ght ult mately endanger the peace of the orient Japan took a leading part in the representat ons China however was not moved by the att tude of the powers answering them with a deel nat on to postpone the dec s on an assur ng then that the government had been adv sed by the provinc al off c als that they would be able to ma nta n tranqu 11 ty m event a monarchy was re establ shed The d ssat sfact on of the powers w th China s reply has been made man f est but apparently w thout ava 1 |
