Show ARMY LEGISLATION. rhe two House of L'oiigresi appear to be at loggerheads on the army appropriation ap-propriation bill. The House has injected in-jected into that bill ;i reorganization of the whole army, a radical change in the make up of the army itself and in its government. The Senate does not believe that a bill reorganizing the army should be forced through on an appropriation bill, and thus necessarily necessa-rily without the consideration that, should be devoted to the subject. Accordingly, Ac-cordingly, the Senate has struck out from the military appropriation bill all the provisions for the reorganization reorganiza-tion of the army which the House put into it. It is conceded that some of those reorganizing provisions are good, but others are sztremel objection able With respect bo 'the abandonment of various of the useless militarv posts, it is not cany to see whv that, proposition might not fairly be considered in an appropriation bill, but the Seuato has Struck it all out, and, :ls B whole, the Senate does fight iii BO doing It. is clearh the wrong way to get at the reorganisation of the army to make thai reorgaul ation depend upon the appropriations for the current year. But, at anv rate, there is not the least likelihood that the Senate would agree to that reorganisation iu such form.
