I propose to raise the fund by restoring re-storing the internal revenue lax of 187JI on tobjicco, and scl aside the additional Income from this, source ns a national road fund. The additional addi-tional tax so provided would amount to about $S0. 000,000 a year. It would be a little more than double the present pres-ent internal revenue tax on tobacco. It the proposed roads should cost S20.000 a mllo the roads will be paid for in about four years, and if $2D.-000 $2D.-000 a mile in about five years. T propose that 1J per rent of this additional income shall be used In constructing llko roads in our national na-tional parks, five or six in number. This contemplates about $200,000 a year for cadi park for a period of live years. Our tax on tobacco is very small. Our lax on whisky and Itorx and our tariff on woolen and cotton goods has not been reduced practically since the lato war. Tho tobacco tax was reduced In IS73 because the government govern-ment was getting more revenue than It was using. It was decreased again in IS70 for the same reason, and again in 188::. Our tax on tobacco Is not one-fourth of what It was during the war. It. was not taken off In 1S79 because there was hny demand lor reduction by the. consumer; con-sumer; It was removed simply because be-cause tho govomment was gelling more money than It needed.
