Following up its agitation against the ordinance prohibiting stroot spoalcing, tho Salt Lake Federation, of Labor submitted sub-mitted to tho city commission last night a draft of a proposed enactment amond. ing the ordinanco so as to allow stroot speaking at any time under certain regulations. The ordinance provides that an person per-son seeking to conduct a public meeting on the street, by application to tho commission, may socuro tho permit, the chief of polico to designate the point at which the mooting is to he held and to assign two police officers to keep the peace. This communication was referred to tho department of public safety, along with a petition from the local Socialist Earty asking for a, permanent permit to old street meetings. "Walter Browning informed tho commission com-mission that Herman Kuhn and Fritz Burian are operating a Baloon at 73 Commercial street under a license that is vested in Browning. Ho asked that they be restrained. Through a tangle over n loose on the premises Kuhn and Burian are said to have obtained possession posses-sion from Browning without his consent and proceeded to conduct the saloon under Browning's liconse. Last winter during the severe cold spell, Tvhen so many pipes were frozen, a temporary electric device was put together and operated ivith groat success. Later tho commission authorized the purchase of trrvo such machines from an eastern factory, but it was discovered reccntl that no provvision for these had been made in tho budget. Accordingly the money was appropriated last night.
