Show THIRTY MILLIONS AGREED TO. It is good to sec that the U. S. Senate has passed the bill providing for the $30,000,000 help recommended by President Presi-dent Taft, in aid of the reclamation projects putting in under the provisions of tho National Irrigation Law. Tho proposition is to issue certificates, redeemable re-deemable from the payments mado as required by law, by the settlers on tho 'arid land mado tillablo by the water stored and distributed at need in the reservoirs which the reclamation service provides. The reason why this help is needed is that, moro projects wcro taken in hand by the service than the money available could finish. The reason for I this was the importunity of settlors and of States to have the available water filed on and mado useful, so that new farms could bo opened and those who wcro in need of homes could make them on this reclaimod land. Every localit)' that had a feasible storage proposition wanted it put into practical form at once. Tho result was, that more projects were begun than the mono)- to be had can finish. In the meantime, the settlers set-tlers have filed on tho lands, have made their contracts with the Government for repa3ing, each his share, the, cost of the reclamation improvement. There is much suffering among those who aro thus wailing in hope. They are hanging on to their filings, refusing to give them up; they expected to have water to irrigate their land with long ago. Tho fault in not getting it is with others, not with them. They will welcome as their salvation salva-tion the passage of this measure. With it all tho projects in hand can be completed, and the replenishing of the reclamation fund can begin. It cannot begin, however, until the work in each case is completed, and the water delivered. deliv-ered. It is good that the Senate has passed this bill with fair promptness. And now if tho House will oven moro promptly concur, a saving measuro of relief will havo been provided for those sadly in need of it. ( |
