AX organizing and E agu lating a faie department part ment in gity sec 1 be it ordained by the city council of provo city that there is hereby authorized the formation of a firo department in provo city the first company of which chall be known by the name of engine and hose company no I 1 and shall be composed of not less than able bodied men residents of said city viz chief of department one or more assistant chiefs of department part ment one are more engineers of steamer whose term of office and manner of appointment abail be the same as othor officers appointed by the council a foreman assistant foreman secretary and treasure and net less than sixteen members whose duty it shall be to keep their engines and implements in good order and ready for drill and on the alarm of fire they are thereby required to leave all other business and repair to the engine house with all possible speed and remove their engine and hose to the place of fire and opper ate for the extinguishing of said fire under ohp directions of the chief or his assistants csc 2 there maj be organized in said city a hook ond ladder company to be known by the name of the hook and ladder company no I 1 which shall be composed of not less than twenty able bodied men residents of said city A foreman assistant foreman secretary trea aurer and sixteen members whose duty it shall be to keep their implements in good order and ready for use and on the alarm of fire they are hereby required to remove their implements clements ts to the place of fire and do duty under the direction of the chief or his assistants SEO 3 it shall be the duty of the chief when requested by the city council to enlist men to tho companies herein before provided for and the persons enlisting shall proceed to elect their officers by ballot from their own number except those appointed by the city council under the direction of the chief and they shall adopt such rules and regula lations as may be deemed necessary all vacancies except those filled by the city councils that may occur from death resignation removal or otherwise in the saad companies shall be filled by a majority vote of the officers and present at any regular meeting SED 4 all officers of said com baies paies appointed by the city council before entering upon the duties of their respective offices shall be sworn before the city recorder to faithfully the duties thereof sec 5 it shall be the duty of the chief in all cases of fire to take and have control of all members of the fire department and all other persons at anch fires and he shall take all proper means for the extinguish ment of fires the protection of property and the preservation of order at and in the vicinity of fires and to secure the observance of all ordinances and regulations respecting fires after the engine has been with drawn from any fire he shall still have charge of the premises and shall cause strict watch to be kept about the fire for the space of twenty four hours or until the fire shall have been entirely extinguished sec 6 it shall be the duty of the chief to report to the city council quarterly and oftener if required the condition of all fires apparatus app cratus belonging to the city and the location and number of fires and fire elarms thai have occurred in the proceeding quarter the cause of such fires the value of the property destroyed thereby and the amount of insurance thereon and he shall in january of each year submit a brief summary of matters of interest concerning his department sec 7 each application for the position of engineer shall bo a regular practical engineer having at least two years experience as an engineer he shall devote so much of his time to the interest of the fire department as the city council may direct from time to time he shall not be absent from the city without the consent of tap chief of department he shall have sole care of the engine house property therein belonging to the city and shall be personally responsible for the care and the order of the engine and shall work and the same and see that it is at all times in a condition for immediate use and while working at fires he shall not be allowed to use more than eighty pounds pressure of steam or one hundred ad thirty pounds pressure of hose the firemen of each company shall under his directions assist in the care and cleanliness clea of the engine he shall see that the engine is properly supplied with fuel and perform such other duties as the engineer may direct SEC 8 ib shall be the duty of all members of each company 0 the department part ment to attend all fires immediately upon the alarm being sounded and to report to officers in command of their respective companies to obey all orders in respect to the discharge of their duties and to return to their respective houses with their apparatus to answer roll call unless excused bv the officer in command they shall be required to mee at all regular meetings of the fire dep determined by tha Chie fand bwy member who is reported absent at or more alarms of tire or drills in nay one boath without giving a satisfactory excuse to the chief shall bo liable to suspension or dismissal from the department beo 9 any officer or member of the department who is addicted to the habitual use of intoxicants or who shall use immoral or profane or indecent language or shall be intoxicated in or about any of the department houses or at a fire shall be suspended or dismissed from the department at the option of the chief sec 10 prompt quiet obedience must be given to all orders from officers and co disputing shall bo allowed while on duty in going to while at or returning from fires all unnecessary noise shall b avoided and a cibil demeanor shall always be preserved to citizens but no orders shall be taken from them i sec 11 any person who shall of for any hindrance hin dranse to any officer or fireman in the performance of his duty at a fire or while going to the same or shall wilfully injure any fire engine or fire apparatus or shall give any false alarm of fire or shall drive any vehicle over any hose or fire apparatus belonging to prove city or any other company existing in the city shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined not to exceed one hundred dollars for every of fence and in addition thereto may bo imprisoned not to exceed thirty days SEC 12 all officers of the fire de dart ment and of firo companies in this city shall at and during all fires have all the powers of policeman and any person that ahall resist any such officer in the lawful discharge of his doty at such times shall bo subject to the same penalty as for resisting policemen SEC 13 the several companies may determine their respective uniforms and shall wear such insignia to be furnished by the city as the council may from time to tima and no person other than the acting firemen shall be permitted to wear ench insignia at any lire SEC 14 tn case 0 fire the signal shall be two strokes of the fire bell f or north ahrea for south conr for east and five for west of said bell SEC 15 the names and of residence of the engineers officers and members of each company shall be posted up in the police station by the secretary of the company when ever any fire shall occur in the night the policeman or night watchman on duty shall ring the alarm and give notice to the engineer officers or firemen nearest the engine house and alarm the citizens by the cry of fire mentioning the street where the firo may be found SEC 16 all officers and members of companies of the fire department shall receive such compensation as the city council may from time to time determine passed december A D
