Uarriman has mado a rate of ono cent per mile to all refugees and tho abolition of freo transportation has stopped tho exodus. Tho crisis Is now really ended and the establishment of tho one-cent rato will not, It Is believed, work any hardship. There Is work In abundanco for tho able-bodied men in San Francisco and there Is no lack of food. Those who wcro Injured or are unablo to worlc may leave the city and go East if they so do-sire. do-sire.
