Show THE IRRIGATION URGENCY The water question has so stirred up this whole community that the Interest Inter-est taken In all phases or It In Immensely Im-mensely greater than ever before I Is therefore well that the things affecting af-fecting the water question which are Immediately at hand should be noted First then the Commercial Club has on an Investigation that promises to be thorough and Important The different dif-ferent branches of the subject have been apportioned to committees for Investigation arid report and these reports re-ports are to be consolidated into a general report which will be made with recommendations to the Club Upon that general report which will Include all the features of water supply sup-ply and distribution It Is hoped good action will be based The City Council water committee Is working Intelligently and energetically In furtherance of a better water supply sup-ply The canal companies have put In a great pumping plant at the outlet of Utah Lake and are prepared to advance vance the Irrigation water supply as never before Their cooperation In the dovelopment of Utah Lake as a reservoir substantially according to the plans of Engineer Newell will be essential If we arc to have any immediate imme-diate benefit from the operations of the new Irrigation law There will be a mass meeting of those Interested In Irrigation In the Assembly Hall on Wednesday next October 1st to discuss the situation and If possible possi-ble arrive at some agreement for harmonious har-monious action the next day when Mr Newell In charge of the work under the law will meet with the farmers farm-ers and practical irrigators explain the law and ascertain whether united action can he had under It for any Irrigation gation proposition In this State Mr Newell will There Is ono matter which I wish you would try to Impress on your acquaintances acquain-tances and that la that the Utah Irrigation Irriga-tion people should pet together on someone some-one proposition for the State I have amass a-mass of correspondence from different Individuals In-dividuals each one urging some particular scheme J will b time wasted to let every locality talk about Its particular needs The business men should look at the matter In a broad way and make up tholr minds as to what In tho bsst project pro-ject for the whole State and let tho others oth-ers take their turn I hope also that your Utah people will as a result of tho meeting send a good delegation to the national Irrigation congress con-gress at Colorado Springs where they can sec something of the claims made bother b-other States Under a strict construction of the present law the relative prctcnl relatvc apportionment apportion-ment to Utah Is small and to make this 1 effective the matter for tho improvements that will yield the best results The arrangements for the meeting referred to by Mr Newell are all made mate The National Irrigation Congress meets In Colorado Springs October Cth to Oth I will be composed of eminent men In all walks of life and there will be many schemes presented for the In dorsement of that body J 1 the States and the Territories will have large delegations l del-egations each pulling for Its scheme and combinations will be effected to force the favor of the Congress I IB Important that Utah should he fully represented Some delegates have already al-ready been appointed hut man more should be named nnd this without delay de-lay In order that there may be a full understanding of how these delegates dele-gates are to be appointed we again aEaln print the schedule Iz The Governor appoints twenty delegates dele-gates The Mayor of each city of less than 25000 two delegates The Mayor of each city of over 25000 four delegates Each Board of County Commissioners Commission-ers two delegates Each Chamber of Commerce commercial com-mercial club or real estate exchange two delegates Each organized Irrigation agricultural agricul-tural and livestock association two delegates Each society of engineers two delc gates Bach Irrigation company and agricultural agri-cultural college two delegates V That scheme would give Utah 1C the delegations are fully flltud nn Important Im-portant voice In the Congress It Is necessary that the State should have that voice and we therefore urge that all the bodies named who have not actcd now act at once to the end that Utah may not ho put under any disadvantage dis-advantage as compared with other commonwealths In the arid region Of all this mountain country Utah was the first to use Irrigation on a practical prac-tical 1 scale extensively I In I to her advantage now to move on this Congress Con-gress in force and maintain her position posi-tion and prestige In addition to the above the following
