Show THE MARRIAGE AND DIVORCE QUESTION Dr George E Howard of Chicago brings to the front again the old question ques-tion of the l control of the marriage and divorce question by the National Government Gov-ernment The phase of It which appeals ap-peals to him most forcefully is the evil of divorce under the present illregu lated system or lack of It There has been a movement for uniform marriage and divorce laws for all the Slates and tIm States have enacted the uniform law which was prepared by a committee com-mittee In New York which was anxious to have the confusion existing in these mat ls made straight But It Is found that some of the Slates eoclng profit In laxity refuse lo change and as those Slates were the most flagrant offenders which it vas especially desired of en ers i espccll ce for sired to reach the movement uniformity through the agency of the States appears to have gone as far as It can And so Dr Howard and a large host with him will renew the Conslllutlonal amend fight to have a Constitutonal ment through which Congress will be given Jurisdiction of this whole ques ton tonI Is noteworthy that this movement move-ment for the correction of a great evil has no connection with the former nopositlon to pass this amendment on account of the polygamy practices It Is broader imong the Mormons J on lines nnd Is on n plan distinctly Im partial as regards Its application toward I e to-ward any particular class or case I l seeks the correction of the general divorce II e di-vorce evils I would also bo desirable I in cases of International marriages I where there Is nov n general authority i r 1 11V1 llltJlU IS U b to which an American can appeal In such cases where the validity of tho marriage or the property rights of the parties are brought into question The State by virtue of whose marriage laws the wedding was consummated has no international standing the United States which has the International standing has no jurisdiction and to rights are trilled with and sacrificed There Is no doubt that Dr Howard is on the right track and Is doing lime I public n service by pressing this subject sub-ject on its attention The amendment should undoubtedly l be passed and as the Mormons have given up polygamy they have nothing to fear from It and there Is no reason why they should ob ject to Its passage On the contrary and as an evidence of high spirit and I good faith Utah should welcome the I chance to be the first State to ratify such an amendment |
