Show THE LEGISLATIVE SESSION The session of the Legislature which hut Just closed has been remarkable In one thingthe almost complete absence of anything like partisan politics in Its acts No doubt the fact that so few Democrats had seats in either house had much to do with this but the fact remains that such divisions or rallying to standards aswere had were not on political lines The old antagonism to Salt Lake City and the dire to look upon it as a fat turkey to bo plucked was not manifested to the degree that has prevailed in Borne sessions but it had its influence from time to time and affected some measures both favorably and unfavorably The appropriations were of about the usual order but the most important bill by far that was passed was the Irrigation bill 0 measure meas-ure so broad and well considered that It Is likely to mark an entirely new and improved era in irrigation rights and the use of water for irrigation purposes pur-poses in this State The bills Increas ing the salaries of the Judges aC all tho courts those of tho District Judges from 53000 a year to J4000 and of the Supreme Court from 3000 to 5000 arc proper raises the rules of law governing govern-ing the raise Was declared in the matter mat-ter of the like raise for the State officers cers at the previous session and we do not sec how any contest can arise over it a applied to the Judges arl5e Were a new question it could caslly be mode a very puzzling one but as the whole ubject has already been thrashed out there could be no possible gain In an attempt to renew the resistance to tho Increase The same disposition as in other sessions was manifested to combine com-bine in favor of appropriations for State institutions located at other places than tho capital though it was not carried to the extreme that has sometimes been done One feature of the session that has been mentioned before is the flood oC bills Introduced In the earlier portion oC the session affecting railroads and other oth-er corporations In other States such measures are known a holdup bills but we do not believe that they were introduced in-troduced here as such no one profited by them and as far as can be seen no legislator tempted to gain anything personally by their Introduction And they were easily defeated Other bills looked to the Increase of the peoples burdens by way of income lax and raising of tax limits the former being cosily thwarted the latter showing a persistent and pernicious vitality I Is yet too early this being written some hours before the final adjournment Is expected to speak the final word on the work done at this session but it is certain that no great harm has been done to the State though some things I were left undone that should have been done |
