Show THE PROPOSED REAPPORTIONMENT Two years ago prior to the meeting of the Legislature The Tribune urged that there ought to be u new legislative appointment L This was required both by virtue of the Constitutional piovls ion on the subject article tl l section 2 and by equality of popular representation representa-tion The Constitutional provision referred re-ferred to Is as follows The Legislature shall provide by law for an enumeration of the Inhabitants of the State A D llWi and even tenth ycur thereafter and at tho session next lol lowing such enumeration and alo at the session next following an enumeration made bY tho authority of thu bulled States shall revise and adjust the apportionment ap-portionment for Senators and Representatives Represen-tatives on tho basis of such enumeration according to the ratios to bu fixed by law That Legislature neglected this Constitutional Con-stitutional duty The present Legislature Legisla-ture should repair that neglect A positive pos-itive duty required by the Constitution is not a thing which properly can be l ignored Accordingly Senator Allison of Weber two years ago introduced n bill which provided for a new apportionment appor-tionment but it was allowed to die nothing was done to meet the Consti tutional requirement This year we trust that a better outcome will follow the effort made Senator Larson of the First Senatorial district hns introduced a bill to make the required apportionment apportion-ment Tho situation Is the same now as It was then a to the data available from which to proceed The figures oC the United States census will govern The years since Statehood have empha sised rome Inequalities and the representation repre-sentation needs r readjustment But wo do not think that the changes should be radical l the fewest changes consistent consist-ent with fairness to all should bo made Senator Larsens bill proceeds on the same theory I gives Box Elder another an-other member and Summit Utah Juab and Sanpcte each another member of the lower house and Salt Lake three members the Senatorial districts remaining undisturbed This Is precisely pre-cisely the Allison bill of two years ago and It should be adopted We take the liberty oC reproducing herewith our article on this subject of December G 1900 u follows |
