I Justices Case Begun Hearing of the mandamus proceedings brought by City Recorder Nystrom ex officio clerk of the City courts to compel com-pel Justice of the Peace P H Clark to surrender his books files and dockets eta was commenced before Judge Stewart s Stew-art yesterday At the noon recess of court further hearing of lire case was continued till next Saturday The question 1 ques-tion has been raised that the act of the last Legislature creating the City courts Is unconstitutional The claim 1 Din also made that the defendant being his own successor and that of the other four Justices whose offices were abolished abol-ished at the end of the term for which they were elected he Is entitled to tho records of all of the Justice courts
