Show GOVERNMENT FOR THE PHILIPPINES The bill Introduced In the House bl yesterday yes-terday by Representative Cooper to provide < civil government for the Philippines seems rather premature I is i not well considered cither It wel elhcr I provides pro-vides tOt single civil government for all tho islands much on the line of Territorial organic acts but with the very important change that the Council Coun-cil branch of the Legislative body is to be appointed by the President This Is not an innovation but a modification of the form adopted for Louisiana It would probably be acceptable to the Filipinos so far a that Is concerned But there Is no reason to suppose that the Filipinos will be much better off In two years than they are now so far as their adaptation to the carrying on of a fros government may be tried They have no real conception of such a thing and cannot possibly learn It In two years And then the turbulence shows little signs of quieting down Further when the time for the inauguration Inaugu-ration of local government there comes it Is not ono government for all that will content the people There should be three one for each of Uie three main racial divisions The Tagalogs should have u government of their own confined to the region controlled by their tribes which would include Luzon and such other Islands as the race holds The Visayans should have another government and ought not to be thrown In with tho Tagalogs whom they hate and whose superior numbers would allow them no control In tho public affairs The Moro Islands In the south should not be put in with either the people having nothing in common with either Vlsayans or Tngologs But there Is no hurry about changing the form of government for any o the tribes at present they are getting on as Cat as could he expected What is really needed antI what would e up the country as byTniagc Is to settle the land question and allow American enterprise to enter give the people em ployment and opening the country to I Industry and trade |
