Show CRISIS IS REACHED Chileans Will Probably Withdraw From PanAmerican Congress on Account Arbitration Question Mexico City Jan 7rhe arbitration situation has reached a crisis Today the Central and South Americans opposed op-posed to tho Chileans held frequent meetings to decide on the form of procedure pro-cedure under which they will introduce the arbitration plan Into the conference confer-ence If they cannot find a form acceptable ac-ceptable to the other delegations they will probably withdraw The Chileans also say that In whatever what-ever form the compulsory arbitration i plan Is reported to the conference they will quit In making this statement the delegates of Chile recall the conditions con-ditions under which Chile accepted the Invitation to the conference viz That if any attempt was made to introduce into the conference vexatious questions for the purpose of covertly or openly antagonlclng Chile the delegates of that country would be withdrawn The object that the Mexican delegation delega-tion and W I Buchanan the American Ameri-can member of the arbitration committee commit-tee have been pursuing during recent negotiations has been to find a method by which the compulsory plan might be introduced In such a manner as to satisfy Its advocates and at the same time to avoid the separation of the Chileans Now that the latter say that In whatever form the plan is Introduced they will withdraw the friends of the compulsory plan are all the more insistent in-sistent to have their convention introduced intro-duced into the conference concurrently and on exactly the same footing as tho project by which all agree to adhere to The Hague convention If they have their way and the Chileans carry out their thrxo it the conference will have to finish Its labors without the Chileans Chile-ans |
