Show FURTHER INVESTIGATION NEEDED I The Schlcy court of inquiry has made divided decision This Is unfortunate Admirals Benham and Ramsay found against Schley on most points while Admiral Dewey finds for him on most points All agree however that AdmiralS Admiral-S hleyS conduct during the battle which destroyed the Spanish fleet was selfpossessed and that he encouraged olll In his own person his subordinate cers and men It Is said that the court was unanimous as to tho findings of facts it follows therefore that it I is on the matter of judging the facts I occurs that the disagreement The majority of thQ court finds j against Admiral Schley on eleven points and these are stated Admiral I i Deweys disagreements are entitled to I weight but on the main point of the absolute command he antagonizes not only his fellowmembers of the court I but also Capt Mahan the great naval authority > I The result of the hearing in I view of the disagreement of the court is therefore there-fore practically nil The Schley partisans I tisans will exult in the Dewey judgment judg-ment his opponents will point 4o the majority findings So nothing is really settled and the controversy will raga 1 again for a while with renewed heat Of course there will be a demand for an Investigation by Congress and probably prob-ably that Is inevitable If Congress takes up the > matter the whole campaign cam-paign will be gone into and no naval officer guilty or innocent will escape Whether anything would be actually settled even then is by no means sure but It is sure that the narrow lines on which the court of Inquiry proceeded has not done justice to the subject the I public will not rest content until it knows the ins and outs of the whole matter Ve believe that it is due to all concerned now and to the people of the United States that the whole conU entlon should be probed to the bottom Deluding the alleged favoritism charged upon the Navy Department I Let In all the light and then let the ease go the way of all naval conten r lions of the past |
