Show GIVEN HOME RULE NATIVE GOVERNMENT GIVEN TUTUILA ISLAND SAMOA It Has Protection and Guidance of i United States Envy of Islanders I in Upolu and Savaii i Correspondence Associated Press Apia Samoa Sept 7Since the transition of the government of this country from the old tripartite control of Great Britain Germany and the United States to the rule ef Germany and the United States political affairs I have run more smoothly and the natives na-tives are settling Into quietude and assuming as-suming a spirit of contentment The form of government which has been adopted by h Commandant Tilley U S N for the people residing within the limits of the United States naval station Tutulla differs from that now In force In German Samoa It is essentially es-sentially a native government having the protection and guidance of the United States The good judgment exercised by Commandant Tilley In the appointment of native chiefs to rule the districts counties and towns has given groat satisfaction Every native feels that the rule of the United States IH Just Throughout the country they speak In praise of It and are well contented their relatives In Upolu and Savall look with envy upon the good fortune of the natives of Tutulla and Manna The United States Samoans are encourage en-courage by Commandant Tilley Inhabits In-habits of Industry and learning Commandant Com-mandant Tilley Insists that the chiefs should guard well sanitary conditions of the villages and that they should urgo upon the people tIme necessity of good roads between the villages They have responded enthusiastically to the with of the commandant and good roads arc being formed and the native plantations arc being Increased It Is Intended by the natives that the present form of government shall be selfsustaining as far as the natives are concerned It has been necessary to deal summarily with two chiefs who tried to take advantage of the strength and power given them by the United States Government In one Instance a village chief was intentionally disrespectful disre-spectful toward the native governor of his district and was tried before the high court and dismissed from office In another case a powerful county chief was accused of disregarding the native court and of Inciting his people to riotous and rebellious acts After a trial of seven days he was found guilty dismissed from office and prohibited from entering his district for six months Rapid progress Is being made with the coaling station at PagoPago The Immense steel structure for the storing of coal Is about completed and the harbor is being constructed upon the now plans designed under the supervision supervi-sion of Commander Tilley It is estimated esti-mated that the now plans have saved to the Government 50000 A military organIzation known as the Tutulla National Guard has been organized or-ganized and Is being carefully drilled In military tactics |
