District During the Months Between Be-tween November 1st and April 1st Following Strife Between Fem strom and C R Howe Over Third Precinct The new bicycle ordinance which 1 crmltB wheelmen to ride upon the outer halt of sidewalks In certain portions por-tions of the instructed district during dur-ing the period between November 1st and April 30th was passed by the City Council last night Robertson and Canning Can-ning were the only two members who voted against It There were nine votes In Its favor The debate was not at all good humored and there were more personalties than pleasantries exchanged during Its progress Fern strom and C R Howe had a wicJked I little quarrel between themselves as ii to which 1C either was properly representing repre-senting his constituents In the Third The whole Council was In a whimsical mood It adopted an amendment which placed several blocks on the west side in the restricted district and defeated an amendment opening the same blocks during the winter months Then perceiving folly of Its action It reconsidered the proposition and rescinded the proposition to close the streets in question and left them out of the ordinance The latter action was a victory for Fernstrom who was fighting on the side o the bicyclists while Howe was working for the rights of the pedestrians The only amendments amend-ments to the revised ordinance to be adopted were one by Beatty providing that the cyclists must only ride on the oilier half of the specified sidewalks and one by Hariensieln providing that lamp and bell must be parts oC every bicycle equipment after dark THIRD PRECINCT CLASH C R Howes amendment restricted First West and Second West between Fourth North and South Temple This was the amendment which carried and was later reconsidered and defeated In the course of his debate on the motion 1 mo-tion for consideration Howe said that It had settled the question as lo who was working on the floor of the Council for the Inierests of the citizens of the Third precinct He considered that he bad done his duty Fernstrom he said was taking the side oC the cyclists because be-cause a halfdozen of his neighbors in the Lake Superior addition owned wheels Fornstrom was willing to shoulder the odium and the responsibility responsi-bility He said legislation should be for the best good of the most people and he thought the wheels on the north side should 1iite some consideration consider-ation ft When the roll was called on the question ques-tion of the passage of the ordinance Canning took the lloor in explanation of his negative vote He said that since the enactment of the ordinance last spring the people had had pence and comparative freedom from broken necks and bruised noses Ho hoped to goodness that the Council would let good enough alone If the sidewalks were opened for four months he was sure that when the time was up it would be hard to drive the wheelmen Into the streets again An ordinance to protect the people had been passed and It had been lived up to for a month or two and now the Council he said wanted to quit like a lot of school boys Lives ought lo be protected he said and the people who were not able to protect themselves were the wards of the Council He hoped the ordinance would not pass But It did Robertson Robert-son was the only other one to vote no and he did not explnlnjils vote > TEXT OF THE ORDINANCE The provisions of the new ordinance follow Section 1 It shall bo unlawful for any person to rIde any bicycle tricycle vc loclpcdo or other riding machine upon any public sidewalk on any of the fol lowing streets South Temple between Third West and Tenth East streets First South between Flflh Wost and Tenth East streets Second South betweenFifth West and Tenth East streets Third and Fourth South streets be tween West Temple and Second East Multi and Wost Temple between First North and Fourth South Streets Stale street between North Temple and Fourth South streets Richards Commercial nnd Market streets and Franklin avenue Canyon road First Second and Third streets between Canyon road and A street Provided that between November 1st of each year and April COth following such bicycles tricycles and velocipedes may bo ridden upon tIm outer half of sidewalks within tho following described perilous of such restrIcted districts All of the south side of South Temple street and the north side of said street east of E street First South Street cast of State Street and west of First West street Second and Third South slrcotK east Ot Stale street all of Fourth South sliecl Sec 2 No person or persons shall iide a bicycle within the corporalo limit of Iho cIty of Suit Lake without having attached at-tached to the handle bar thereof und In a poulllon
