Territorial Legislature Legisla-ture of Hawaii began Its sessions In Honolulu on the 20th of last month and has been In session ever sjncc With both houses In control of the Independent Inde-pendent Home Rule party and containing con-taining a majority of the native Hawallans the Legislature has already been the scene of some remarkable proceedings pro-ceedings and the end of the session promises to see many very radical measures adopted among those to which the controlling party Is com mlllcd being a liquor dispensary law a taxation system that will be a combination combina-tion of single tax and the Income tax doctrines an election law based on proportional pro-portional representation and a law excluding ex-cluding from the Territory all persons who may arrive here aflllcled with consumption con-sumption or leprosy ORDERED FROM THE HOUSE On the third tiny of the session Secretary Secre-tary of the Territory Cooper was unceremoniously un-ceremoniously ordered out of the house j I and escorted out by the sergeantal arms Acllng under the section of the I Territorial act which provides that he I shall record and preserve the laws and proceedings of the Legislature Secretary Sec-retary Cooper took 1up a place on the floor of the house with a stenographer to secure a record of proceedings Representative Beckley Indr of Mo lokil offered a resolution requesting him lo leave WHAT RESOLUTION SET FORTH The resolution set forth that his pros once on the floor was a violation of the rule that the three deparlments of government gov-ernment Judicial executive and legislative legisla-tive must be kept separate and It was urged In debate that Gov Dole had put Cooper where he was with a view io Intimidating nVembcrs by letting them see that the officer was taking a stenographic report of the proceedings RESOLUTION ADOPTED Cooper was declared by Republicans lo be present as a representative of President McKlnley as he had boon ordered to transmit a report to Washington Wash-ington but even this plea did not deter the Independents After 16ng l debate they passed the Beckley resolution by a vote of 20 to 9 the nine being all the Republicans In the house It
