Show LEGATIONS ARE SAFE I Chinese Embassy at Washington Assured of this Fact I Washington June 23The State department de-partment has received a letter from the Chinese Minister saying the Viceroy of Nanking cables him that the legations at Peking arc safe Peltng sae What means of Information the Viceroy Vice-roy of Nanking has Is not known but the authorities here were none the less grateful for this reassuring word The alarming press dispatches from Shanghai Shang-hai ere accepted with much reserve by the officials MAY COMPLICATE MATTERS The statement from Shanghai that Prince Tuan was In charge of a portion por-tion of the Chinese troops was credited as accurate I this Is established beyond be-yond doubt the situation may become even more acute than at present as Prince Tuan Is the father of the heir apparent and one of the officials closest clos-est Identified with the Empress Dowager Dow-ager NO ANGLOAMERICAN ALLIANCE The Shanghai statement of a prac tical AngloAmerican alliance elicited elici-ted an expression of indignation from the officials here who have grown weary of explaining that there Is abso lutely no such alliance but simply parallel par-allel action by this and other Governments Govern-ments toward the common end of preserving pre-serving their respective people and propertyWAR WAR DOES NOT EXIST Several important communications have been received by communicatons Secretary Slate justifying the attitude assumed by this Government that technically speaking a slate of war docs not exist between the United States and China The Viceroys who have their seats of government at Nanking and Wu Chang and who govern the five great prov laces in the YantseKlang region have assured this Government that they arc determined and perfectly able to petfety preserve pre-serve order in their Jurisdiction and protect the lives and property of foreigners for-eigners WILL KEEP TROOPS OUT In reply to this they have been assured as-sured that so long as they are able to maintain order and protect life and property In the provinces under their control the Government of the United States will send no troops into that ro glon and will use Its influence with the other powers in the same direction LI HUNG CHANGS POSITION Another communication of great Im portance was received from LI Hung Chang the Viceroy of Canton HUnS gives his personal assurance that the firing upon the foreign fleets at Taku was not authorized by the Chinese Government Gov-ernment He desires the authority of the powers to proceed to Peking for oc purpose of putting an end to the dis turbances there a purpose In which his great influence both with the court and with the people gives n certain promise pf success The United States and It Is l believed the other powers have assented to this proposition of LI Hung Chang and he Is supposed to I have started for Peking |
