1 There Is a rumor that the Government Govern-ment of the Netherlands has expressed a willingness to purchase a part of German Southwest Africa in behalf of exPresident Kruger and such of his followers as do not desire to become subjects of Great Britain It Is said that the purchase Is unnecessary that the German Government has notified the Colonial Council that It would welcome wel-come a Boer trek Into the uncolonlzed German possessions in Africa But I how much better off would the Bo6rs be Most people would prefer a British Brit-ish to a German colony because German Ger-man colonies arc generally under the rule of the subaltern officers of the German army In colonial service and they are not only poor colonizers but they have not the first thought or idea of anything like a republic With them the Kaiser Is Allah and prophet both and the rule Is about as severe as that In the German army itself The Boers had better come to the United States or make arrangements with the President Presi-dent of Brazil or go to Argentine There would be a nominal government over their heads but they would do what they pleased Wo suspect the trouble is the same as It was when they first left Capo Colony The Boor anto the Kaffir to work for him and does not mean to pay him much That might I go in a German colony in South Africa Afri-ca but never in South America
