The Hpeeial Committee Has Xot Been Able to Find That the Changes Were Made From Any Wrong Motive, Mo-tive, or With Intent to Derraud the Board A Mistake to Specify the Material Appropriations. It was intended to use the building until the Hamilton school was completed. TLe changes made in the plans for the Hamilton school were ratified. . The committee appointed to investigate the use of different colored brick on school buildings reported as follows: Honorable Board of Education Gexti.kxex: Yor.r committee appointed by the preside it at th Inst moi ting of the hoard, in pursuance of the following resolution, to-wit: "Triis.ee Prett moTel that a committee of throe be appointed hy the chair to investigate and report re-port why epocitications in biuliiiur contracts have been made to designate certain builders' ma;erial-t exclusive of all others; and why material of iLy mate, provided it be of equal requirement ot the building, should not compete on equal terms".1 The committee report that they met nnd considered con-sidered the matter referred to them Saturday morning last, and again Tuesday morning, and with the contractors a?ain Tuesday eveuins:. They have net found anything objectionable specifying of any particular material to lhe ex-ension ex-ension of others, except in the matter of brick. Ttit-y find that the Salt Lr.ke Presse i Krick com-piny's com-piny's brick has been epecififlti for a majority of ihe buildings, but they were una.ilj to find that it was so specified through any collusion between architects or between architects and contractors or material men. The architects who specified this particular brick seem to have dor.e so from proper motives and without suggestion from anybody. Some did so becuue they understood it to be the policy of the board to buy none but home materials, and this was the oaiy company at the tine making the quality of 1 rick it waa thought the build iiia required. Others thought it was the best brick in the market. . In the opinion of the committee it is a mistake to specify any kind of material or manufactured article for any building without it is the only kind that will answer the purpose. If something is wanted for sample or guide, we think it better to specify that article or material ma-terial shall be ''equal to" or "not inferior to'' a certain well-kuown article or material. We may add-that by examining the specifications, specifica-tions, bids and buildings, and by interviewing the architects, couti actors and superintendents of buildings, we find that in some cas bids were figured and received for material diiterent from tnat specified. Contractors claim that this was by understanding with the superintendent and committee com-mittee on sites and buildings, that the material bid on would be satisfactory. We aho lind that in eo;ne cases different material is being used in the building than that bid on or specnied. We have not been able to lind that this has tieen done from any wron motive or with uny uilenLiou to defraud the board and we fire not ablo to say at this time whether or not these change will be to the detriment of any building or to the injury of the board.
