Hardy however wanted to do a little thinking on the matter. Lawson theu moved that the rate be five mills upon the assessed value within the corporate limits. Ewing said the committee had figured the estimates very close and that live mills was not too large in which he was supported by Lawson and Wantland. Hardy however had a spell of reform and the mauuer in which he recited expenditures expen-ditures iu the water and health department-was department-was quite Randall like. He wanted to reduce re-duce the rate of taxation in order to attract outside capital. Rich favored. a reduction of half a mill while Folland explained that the whole question ques-tion was whether they should retard the progress pro-gress of the city by making this reduction or not.
