The examiners so appointed shali STO before a district or couuty judge, and maite oath that they arc graduates of legally chartered medical colleges in good stand-iu:r- , nd that they will the faithfully perform duties of their office. All vacancies caused by removal, death, resignation or otherwise, shall be filled by appointment by the uoveruor, within one month from the time that the vacapey shall occur. Sec. 2. Said board shall prepare two forms of cer-tificates, one for persons examined and favor-ably passed upon by the board, the other for persons as provided for in section 11 of this act, and shall furnish to the county recorder of the several counties a list of all persons residing in said county receiving certificates from the board. Certificates shall be signed by all the members of the board granting them, and shall indicate th medical society Irom which the oard lias been appointed. Sec. S. The fee for the examination and certificate as provided for in section 2 of this at t shall be 825, which shall be paid to the treasurer of the noa:d of examiners. Sec. 4. Graduates of respectable medical college who are at this t me iu actual prac-tice in this territory shall be licensed, to practice medicine under this act upon pre-sentation of their decree Id said board, and upon producing satisfactory evidence of the identity of said applicant. The fee for such license shall be to bil paid to the treas-urer of the board of examiners. Evert' p tsou holding a certificate from the said board shall have it recorded in the office oi' the recorder of the county in which ho resides, within three months from its date, and the date of record shall be indorsed thereon. Until such certificate is recorded as herein proT ied, th" holder '.hereof shall not exercise any of the privi-leges conferred therein to practice medicine. Any person removing to another county to practice medicine shall record the certificate in like manner in the couuty to which he removes, ami the holder of tiie certificate jliail pay the recorder the Usual fees for other papers. Sec. 6. The county recorder shall keep in s book provided for Ihe purpose a complete list of the certificates recorded by him, with the date of the issue of the certificate, aud if the certificate be based upon a degree and examination, he sh.ill record the name of the medical college conferring the degree and the date thereof, 'ihe register of the county ret order shall be open to public in-spection during the business hours. Sec. 7. ExaminatioBs shall be made wholly or partially in writing. Sec. S. Any person shall be regarded as practicing medicine withm the meaning of this act who shall treat, operate upon, or prescribe for any physical aliment of another lor a fee or who shall hold him or herself out by means of signs, cards, advertisements or otherwise, as a physician and surgeon; but nothing iu this act shall be construed to prohibit service in case of emergency, or the administration of family remedies, aud this act shali not apply to commissioned sur-geo-of the United States Army iu the dis-char-of their official dulics, or to visiting physicians in actual consultation. Sec. Ltt Any person practicing medicine or surgery within t ;e territory Without iirst hcvin j obtained a certificate as herein pro-videdor, or contrary to the provisions of this act, shall be deemed guilty of a misde-meanor. Sec. 11. All persons not gradate of medical colleges who have iracticed medi-cine ten years continually in this territory, prior to the takimr effect of this act, shall, upon pri jicr application, uud payment of the fee for examination as provided for iu section ;S of this act, accompanied by a peti-tion signed by twenty-liv- e legal voters, liv-i-.i- ir in the city or precinct where such appli-cant practices, be admitted to examination before tiie Hoard of .Medical Examiners, and if satisfactory, shall receive such certificate, unless it shall be ascertained anil determined by the Board of .Medical Examiners taut the person so applying lor a certificate is of im-moral character, or guilty of unprofessional or hishonorable conduct, in which case said board may reject such application, aud, pro-vided, that sucli application of a certificate shall be made within six months after the taking effect of this act; and all persons lio'itiii'.g a certificate oa account of ten years' practice, mibU be suoject to u iue require-rueiit- s and disciulnm of this act in regard to their future conduct in the practice of nietli-eis- e. the same as all other persons holding eertilk-ites- . Iladley, the well known railway man has returned from the desert where he has bee n making observations on the work of the "Skimmer." Not that which skims the milk of human kindness, or the froth from one of Jake Moritz's foaming mugs of lager, but that which does scavenger work in the boilers of the locomotive and removes the mud and ajkali from the water. Com-menting on the work of the skimmer this afternoon Mr. Iladley stated that with it an engine ran 1500 miles and without 177 miles a marvelous saving in favor of the railroads. Engineers report that they have never had a wet valve where the skimmer was in use and its popularity is therefore pretty well as-sured. Tourist's Kates for Utah. Passcnsp r Agent J. II. Bennett of the Rio Grande Western has pooled with Major S. K. Hooper, the matchless romancer of the Den-ver, t Rio Grande, and Charlie Lee the poet of the Midland, in an effort to secure a tour-ist rate that will place the attractions of Utah on the same magic horizon as that of Colorado. Mr. Bennett is now absent on the eminently commendable mission and Utah will await anxiously fh posting of the uew V, schedule. " The Williams Pardon. Zealous efforts are being made by the friends of Tom Williams to secure a pardon foi him. Williams killed Joseph E. Hutch-en- s in a quhrrel uear the Mammoth mine, and was convicted of murder in the first de-gree. Subsequently the penalty was softened and he was sentenced to life servitude in the penitentiary.
