Show IT PELL THROUGH. FRANCE'S LITTLE SCHEME DOES NOT MEET WITH SUCCESS. The English and German Governments Iiecline to be Drawn Into a Hostile Attitude At-titude Toward China with Russia Taking Tak-ing the Stand She Now Threateus. Loxdox, Dec. 5. The Shanghai correspondent corres-pondent of the Times confirms the report of the defeat of the rebels, and says their reverse re-verse was so severe that they retired to the mountain fastnesses. The imperial troops recaptured Chainyang. Their losses were slight. London; Dec. 5. The French govern, ments overtures to the powers, for joint diplomatic di-plomatic actiou at Pekin, accompanied by a naval demonstration at the treaty ports, have met with a decided rebuff from the English and German governments. In diplomatic diplo-matic circles here it is said that it needs no special sagacity to discover the French game. Russia has deelared her intention to hold aloof from any intervention. But her European ally, acting for her, aims to involve in-volve Kngland in a hostile treatment of the Chinese government, with which ere long England may find it advisable to concert in actiou against the common enemy. The overtures of France were intimated to the Chinese embassy here, and also wired to the British minister in China, whose reply advised independent English action, if any be required. This enabled Lord Salisbury to tell France that there was no necessity for a joint, or any other, interference in China. The Times publishes a dispatch from Singapore, Sing-apore, stating that the foreign consuls stationed sta-tioned at Tein, in the province of He Chec Zee, about seventy-five miles from Pekin, of which city it is the port, have become so alarmed at the threatening aspect of affairs that they have applied for naval pcotcction. the British gunboat Firebrand and Japanese warship are lying at Tein. The Firebrand, however, is but a small vessel. The dispatch adds that the feeling of animosity ani-mosity entertained for foreigners has spread to the capital, and natives do not hesitate to show their detestation for the "barbarians," as they call all white people. Every day they are becoming more hostile, and it is of common practice to stone Europeans as they pass beneath the city hall. Biu ssels, Dec. 4. In an interview Dr. an Aertsclaire, rector of the Belgian mis- j sions in northern China, who is in this city, states that the Mongolian prince reported to have been killed bylhe rebels was converted to Christianity by the Belgian missionaries. The doctor further stated that he did not believe be-lieve the members of the temperance league guilty of committing the outrages laid to them. The league, he said, was composed of deyout men, who were very friendly to the missionaries. It was far more probable that the massacre was committed by the AVater Lily society, an organization which the government is making mak-ing every effort to suppress. Many members mem-bers of this society had professed Christianity Christian-ity for political purposes. Dr. Van Aertsclaire Aerts-claire concluded by saying that he thought the presence of a European force in the vicinity of the disturbances would be sufficient suffi-cient to cause the rebels to disperse. Paris, Dec. 4. The Italian government's reply to France's note proposing combined action against China, says as she is not directly di-rectly interested she will wait until the other powers decide. Buusskls, Dee. 5. The Belgian charge d'aftairs at Pekin reports that 'out c-f the number of Belgian missionaries stationed in China beven are missing. |
