Show WANTS REVISION OF LAWS J E pettit state coal mine inspector for utah in a recommendation supplementary to his annual report for 1915 filed early in the present month suggests that a commission be appointed by governor william spry to consider a revision of the present statutes regulating coal and hydrocarbon hydro carbon mining in the state he suggests that the proposed commission be made up of two coal mine owners or their representatives two practical coal miners and the state coal mine inspector he urges the advisability of appointing the committee at once in order that a start upon a revision may be made now and the findings completed in time to report them to the next meeting of the state legislature owing to the many improvements and changes made each year electrically and otherwise in our coal mines forcing upon us conditions not covered by the present coal and hydrocarbon laws of this state this office says the report desires to make the following recommendations that the governor appoint a commission or committee composed of two coal mine operators era tors or their representatives two coal miners and the state coal mine inspector to revise and amend the present coal and hydrocarbon hydro carbon mining laws of this alil state bringing them up to date and providing for the future as far as practicable the commission to embody its amendments in a bill to be presented to the next session of the state legislature asking that they be enacted into law for the protection of life and limbs of those who are working in the coal mines of the state mr pettit in speaking of his proposal recently said the statutes covering the regulation of coal and hydrocarbon hydro carbon mines need revision in a great many respects for one thing there should be laws covering more fully the work and conduct of the miners themselves under present laws the state has regulation merely of the companies and there is no way of reaching the individuals divi duals some provisions for this should be made while he does not touch upon it in his present recommendations to the governor asking tor for the commission on revision inspector pettit said that he would urge the next legislature to provide laws regulating the the metal mines and creating a state bureau of mines or a commission to inspect and regulate both the coal and metal mines |
