In accordance with ti:e published call for a mass convention o! the democrats of Salt Lake county, the convention was held at the City Hall on Saturday afternoon. J. V. Page, E-iq,, chairman of the county central committee, called the meeting to order and A. Miner w;is chosen chairman chair-man and E. N. Fuller secretary. On taking the chair Mr. Miner made a brief -peech staling the objects ob-jects of the convention, the necessity of maintaining the organization of the democratic party and of a chunge in the admiui.itra ion of tho government. govern-ment. Mr. II. J. Faust moved the nomination nomi-nation of a committeo of five to select a list of nineteen delegates to tht democratic territorial convention to be held in this city on April Sth, and the chair appointed II. J. Faust, T. It. Miller, F. K. Benedict, Thomas Almy and G. Stringfellow. The cemmitteo retired and subsequently sub-sequently presented a list, of names, which were mainly supported sup-ported by the meeting as delegates. dele-gates. Jack-t-on, Bingham; Sam'l Bringhurat, Win. Cooper, Amos NefT, Cottonwood; Zera Snow, jr., C. K. Barratt, John C. Liddell. On motion of Z. Snow, jr., a committee on resolutions was appointed ap-pointed consisting oi Z. Snow, jr., Dr. J. M. Benedict and Col. Page. Resolved, that we invite tbo democrats of other counties of the territory to unite with U3 in our opposition lo this system and th-vt we pledge ourselve? to attempt a radical change and to tho e:tablisn-ment e:tablisn-ment of such a syste j as will rentier the tenure i f county and territorial olHcers more dependeu: upon the will of the people. After a brief discussion by Z. Snow, J. L. Rawlins, E. N. Fuller, J. P. Page and others, on motion oi E. N. Fuller the resolutions of the democratic demo-cratic territorial conventions oi 1S72, were substituted for the above, and were adopted a& the platform oi the convention: 1st. The equality of all men before the law and ihc duly of tho government in its dealings with the people to mete out equal and einct justice to all, of whatever nudvity, race, color or persunsioD, religious re-ligious or political. 2d. Tho maintenanco of the Union and the constitution inviolate, and for the individual, the largest liberty coaeiiUnt with public order. 3d. Loc-1 felf government, wifb impartial im-partial su tirade, instead of centralized power, to guard tho rights or &11 citizens. 4'.b. Tne- supremacy of the civil over the military authority, and freedom of person under l he pro ection of the habeas corpu?. 5tb. The public credit eacrcdly maintained, main-tained, and a speedy return to specie payment pay-ment demanced alike by the highest considerations of commercial morality aud honest government. Gth. The civil service of the government govern-ment having become a mere instrument of part sin tyranny and personal ambition ambi-tion and a;i object of selfish greed, a -cmdal and reproach upon Iree institutions, in-stitutions, breeding a demoralization dangerous to the perpetuity of republican repub-lican government, we therefore regard a thorough reform of thn civil service R3 one of the most pressing necessities o: th hour; that honesty, capacity and ti fcliLy should constitute Iho only valid claims to public employment; lb it tbo otlic- a of the goV-rnme:it should ceise to be a mailer of arbitmry favoritism and patnn-ge, and thai public fetation should cecorac ag-iin ft post, of honor. On motion of Z. Snow, jr., it was voted that the democratic county 1 central committee be requested Lo I issue a call lor h county convention to i be held on or before June 3Utb, 1S76, . at Buch time and place aa tho committeo com-mitteo shall designate, under such precinct representation or otherwise as this convention shall determine, for the purpose of nominating county officers to be voted for at the general election of in August, 1S70; and that hereafter at evi ry general election, when county olliccrs are to be elected the county central committee shall issue a call for a county convention under such precinct representation or otherwise as may from lime to time be established by the convention to nominate county otlicers and for such other purpose as the needs of the democratic patty may require.
