It does not reduce the present effuctive force of the army, but it reduces infantry reL'inientd Irom twenty-five to twenty, and cavalry from ten to eight. It consolidates tho quartermaster and commissary departments, fixes the pay of the lit sergeant at ? 10 per month, makes tho headquarters ol the general of the army at Washington Washing-ton in time of peace, and provides that lie may act as secretary of war in case of the absence of the secretary or a temporary vacancy in the otliee. It provides that antlers and posttradera shall be first elected by the council of the administration, approved by the department commander and genera 1 uf the army and appointed by the secretary of war. It proposes a reduction re-duction ot about 200 oQicnrs. |
