Secretary of th Navy Thompson favors the revival of tho old whig party upon tho ruins of the republican party, taking as its basis a tariB tor revenue with discriminating duties, protection of American labor, a liberal system of internal improvements, and a sound national currency. The principle that the federal government shall control such improvements, the secretary said, had been finally estab liahod. The people of tho south are now in an impoverished condition.
