Republican members of the house and Benate, in caucus to-day, adopted an address to Governor Packard, recognizing hia fidelity to tho principle when legally declared governor, declaring that the active cooperation and sympathies uf the republican legislature havo been with him constantly, reciting that tho goneral assembly at first called on President Grant to accord tedoral support to the legal government govern-ment against threatened domestic violence, that tho president bud ily issued the order setting forth the legality le-gality of tho Packard government and courts, and directing tnat a'act-ard a'act-ard be recognizad ; further recit ing that tho assembly, oncour-agod oncour-agod by this declaration, patiently waited and worked through obstacles ob-stacles and hardships, while rumors grow that zealous friends of the president wero bargaining away the Btates of Louisiana and South Carolina, for which hundreds ol valiant republicans had fought and died, reciting that president Grant went out without further action, and that representations were made to President Hayes by legislative resolutions resolu-tions that violence prevailed, and asking federal aid; this request was unheeded, but the presi lent sent here a commission who aubmitted a proposition pro-position for a reorganization of the general assemuiy, wmtu, uiuugu involving in-volving a waiving of republican rights, was accepted in deference to the wiehea of tha president; that the democracy rejected the proposition and submitted a flagrantly unjust and illegal proposition. The resolutions adopted by the general . assembly in joint caucus havo explained by what means of cajolry, persuasion and threats members of the commission, professing ; simply to act in an individual capacity, but wieldiug all the power and influence of authorized agents of the president, sent to this state for specific purposes, induced a 6ufiicient number of the legislators to givo the opposing body a majority of mombera legally returned elected. This action of the commission commis-sion was followed by an official order of the president, made at tho request of General Nicholls, directing the withdrawal of United States troops and virtually sustaining the opposing government. During one hundred and ten days and moro that have elapsed since you took your Boat as governor, no word of encouragement, recognition or Buppert has bosn accorded ac-corded you by the national administration. adminis-tration. On tho contrary, the disposition dispo-sition has been clearly manifested to I encourage, strengthen and maintain i by all direct means the government of your opponout, already so strong in the overpowering armed forco it has mustered to its support in the capital of the state. Under these circumstances, whilst abating none of our belief in the righteousness of your title, we cannot but feel that the forces which noither you nor ourselves are able to resist, render it impossible to enforce your rights at tho present time. To attempt to do so would only add to tho blood which has already al-ready been fruitlessly shed in defence of republican principles in this stato, Yo therefore aro rospcctfully constrained con-strained to adviso that for tho lime being you refrain from actively asserting your unquestioned rights, trusting to tho future to vindicate the righteousness of your causo. |
