The Superintendent of Waterworks shall, under tin. direction direc-tion ot the City Council, have charge of the reaervovrs, water tanks, water mains, fire hydrants, and all tho machinery ma-chinery and appurtenances appertaining apper-taining to the Waterworks. All hydrants shall be under the control of, and Bhftll be keptin repair by the Superintendent of the Waterworks, and in case of fire or fires the Fire Department and such others aa the City Council Bball authoiize, shall have free access to said uydrantB. No other person shall I open or operato any lire hydrant, or at'.empt to draw water therefrom. Skc 4. Any person who shall wilfully wil-fully or carelessly run a vehicle against a fire hydrant, or otherwise wilfully or carelessly injure the same, or draw, or attempt to draw water therefrom, shall be subject to a Gue of not exceeding one hundred dollars, and be liable for all dam iges done to said hydrant. Sec 5. Wrenches for fire hydrants shall be furnished by order of the City Council to the Fire Deprtment, for their use, and to such other persons per-sons as may be deemed proper by the Council, and any officer or member of the Fire Department, or other per son having cnarge oi one or moie oi uaid wrencheB, who shall permit the same to be taken from their place of deposit, or to be used for any other purposes than those authorized by the ! City Council, shall be liable to a fine of not exceeding fifty dollars lor each offense. Sec. G W henever any person desireB to obtain a supply of water lrom the Ci'y Waterworks, he shall make application therefor, verbally or in writing, to the M.iyor and sign an agreement that he will be governed by Bitch, rules and regulations not inconsistent in-consistent with this ordinance as may be prescribed by the Mayor for the control of the water supply; said ap plication must state the location, kind of building, number of rooms, and the entire area of grounds to be sup plied, and fully and truly state the purposes for which tho water is to be used, and upon notification from the Mayor, tho Superintendent of Waterworks Water-works is authorized to extend, at the expense of the city, the service pipe to Lhe inside line of the curb stone, or to within sixteen feet of the property line, at the point most convenient for supplying the premises of the applicant. appli-cant. To each service pipe there .diall be attached, at the curb, a stopcock stop-cock and key box, which shall be paid for by the consumer, and be under un-der the exclusive control of the Superintendent. Sec. 11. All persons taking the water shall keep their seivice pipes, connections, and oiher water apparatus appar-atus in good repair and protected from (rost at their own expense, but no person, except under the directiou of the Superintendent, shall be allowed to dig into the street, or sidewalk, for the purpose of laying, removing or repairing any service pipe. Seo. 12. If any consumer shall waste any water, or allow it to be wasted by negligence, such as imperfect im-perfect stops or valves, or leaky joints or pipes, or allowing tank6 to leak or to overflow, or wasteful ly run it through basins or other apparatus, or uae the writer for purposes other than stated in the application and license, or in violation uf the rules aod regulations regu-lations for controlling tho water sup ply, anil the provisions nf this ordi nance, ttie water may be cut oil from such consumer, and all payments for lei ted, unless such person shall promptly pay such additional charges as may be imposed. Sec. 13. Whoever, by himself, family, servants or agents, shall use lhe water coming through the water mains without first obtaining a license ttierelor, or shall without authoritv open any stopcock, valve or other fixture attached to the system ol water 1 supply, or shall in anywise injure, deface or impair any part, or any appnrienace of the Waterworks, or -hall cast anything into any reservoir ir tank ot the said works, shall be' lined not exceeding one hundred i.'nl lars for each ohVnse, or by imprison ment not exceeding nix months, or by both fine and imprisonment. No nozzle for sprinkling shall bo larger lhac one-fourth iuch in diameter, and no license for a sprinkler sprink-ler shall be issued except iu connec tion wun oinnr water service. Skc 17. Sprinkling .wagons and wagons for the delivery or Bale ot water must bo filled from hydrants erected for that purpose, and shall be regulated and controlled by the Superintendent. Super-intendent. Sue. 18. Steam boilers will not be allowed to fill lrom the pipes direct, but must be provided with a tank ami supplied therefrom. Sec. 19. Watering troughs for animals will not be allowed a constant 1 low of water, but will only be allowed to use such quantity as will supply tho actual wants of the stock having access thereto. Neither will continuous continu-ous streams of water he permitted to fiow from hydrants, faucets or slops over washbasins, water -closets or urinals, or from any apparatus for drawing water. Skc. 20. Free access shall at all ordinary bonis be allowed to tho Superintendent or other authorized person to all places supplied with water, to examine the apparatus, the amount used and the manner oi using water, and any consumer violating vio-lating any of the rules and regulations regula-tions controlling the water supply shall forfeit all payments made and the right to the use of the water. Seu. 21. The City Corporation shall not be held liable for damage to any consumer by reason of aatoppage or interruption of his water supply caused by scarcity of water, accidents to the works or mains, alterations, additions, repnira or other unavoidable unavoid-able cause, beyond a pro rata reduction reduc-tion on his licence during such stop- Sec. 22. No telegraph post, bitching bitch-ing or other post shall be pat down or set within four feet of any water service ser-vice pipe, nor within six feet of any main pipe, except on a written permit from the Superintendent. Sec. 23. Wherever the water mainB are laid, no person shall be allowed to couvey the waters of City Creek from any ditch or place by private, pipes for fountains, mechanical mechani-cal or other purposes, except the ordinary irrigation of lots, under direction of the Watprmaster, nor Bhall said waters be heieafter diverted from the ordi miry irrigation ditches for the supply of steam boilers or other mechanism, nurt all resolutions, ordinances and permits allowing any person to convey the wntirsof City Creek, or any part thereof from the ordinary ditches by pipes for any use or purpose whatever, wherever the water mains are laiJ, are hereby repealed. re-pealed. Sec. 24. The assessor of water rates shall make Bemi annual assessments assess-ments of water takors, based upon the rateB hereinafter established, and dating from the first day of January and the first day ot July of each year respectively. Said assessor shall make prompt returns of his doings to the City Recorder, who shall charge to each person the amount asi-esed against him, which amouut shall be payable on demand, and shall be collected col-lected and paid into the City Treasury iu the same manner as license fees are collected and paid in.
