Bills of an unimportant nature were called up and dLcuse I. When a division was called for it was found that, no quorum was present. After a delay of half an hour a quorum responded re-sponded and the senato adjourned over until Thursday next. HOUSE. Tho house passed the joint resolution resolu-tion to modify the treaty with China so as to restrict immigration. The appropriation commitleo reported re-ported the army appropriation bill, which appropriates some tea million less than the estimate, and with sections sec-tions reducing the force of the army and pay of officers. The Clymer committeo made a unanimous report on tho charge against Speaker Kerr, fully exonerating exonerat-ing him from all ihe charges. Poppleton moved to suspend the rules and adopt a resolution directing ibe judiciary committee to inquiro as lo the truth or falsity of certain charges and allegations in connection with the legislation of 18G0, requiring the principal and interest ou the government bonds to be paid in coin, hucu charges being generally that large sums of money wero paid to corrupt public officials and to influence influ-ence the public press in favor of that legislation; also directing the committee com-mittee to report whether such corruption corrup-tion does not invalidate that law and 1 whether the law is not in violation of ' (he contract under which the bonds were originally issued, and therefore.
