' AN ORDINANCE t IK RELATION TO THE SALT LAKE v CITY WATER WORKS, AKD THE t SUPPLY OF WATER FROM THE c MAIN PIPES, AND FOR OTHER t PURPOSES. s Section 1 Be it ordained by the i City Council of Salt Lake City, That i the water works constructed by the t corporation to supply Suit Lake City witb water irom City Creek. Canon I shall bo designated and known as the 1 Salt Lake City Waterworks; they I shall bo the property of ' ; aaid city forever, and shall be under the sole and exclusive : control of the City Council, who may from time to time direct tho construe- 1 tion of such reservoirs, water tanks, water mains and fire hydrants as the i necessities of the inhabitants of the 1 city may reauire. Sec. 2 Ttie Superintendent of waterworks shall, under the direction of the City Council, have charge of tbe reservoirs, water tanks, water mains, lire hydrants, And all the machinery ma-chinery and appurtenances appertaining apper-taining to the waterworks. He shall havtf direction of tbe Uying of water mains, the putting in of service pipes, and the regulationof the wator supply to fire hydrants and to all consumers. Said Water Superintendent, Superintend-ent, before entering upon the duties of his office, shall tako an oath ot office and give bonds, with approved security, to SpH Lake City in tbe penal sum of $5,000, conditioned for - tbe faithful performance of bia duties He shall report to the City Council quarterly, or oftener if required, nis doings as Superintendent, the condition con-dition of the waterworks, and make such suggestions as the nature of the service may require. Sec. 3 All fire hydrants shall be under the control of the Superintendent Superintend-ent of water woiks, and be UBed exclusively by tho fire department and those specially authorized by the City Council. No other person shall open or operate any fire hydrant, or attempt to draw water therefrom, Sec. 4 Any person who shall wilfully, wil-fully, or carelessly run a vehicle against a fire hydrant, or otherwise wilfully or carelessly injure the same, ordraw, or attempt to draw water therefrom shall be subject to a fine of not exceeding one hundred dollars, and be liable for all damages done to said hydrant. Sec. 5 Wrenches for fire hydrants 3hall be furnished by order of tbe City Council to the Fire Department, for their use, and to Buch other persons per-sons as may be deemed proper by the Council, and any officer, or member of the Fire Department, or otbei person having charge ef one or more of Baid wrenches who Bhall perrnii the same to be taken from their place of deposit, or to be used for any othei purpose than the extinguishment o fires, shall be liable to a fine of no exceeding fifty dollars lor eact offense. Sec. 6 Whenever any person de sires to obtain a supply of water from the City Water Worts he shall mak application therefor in writing to tht Mayor and sign an agreement, tba he will be governed by such rules and regulations not inconsistent with this Ordinance as may be prescribed by the Siayor for the control of the water supply; said application must state the location, kind of building, number num-ber of rooms, and tho entire areaot grounds to be supplied, and fully and truly state all the purposes for which the water is to be used. Sec. 7 When application is made by a tenant; it must be accompanied by the signature of the owner of tbe building consenting to and authorizing authoriz-ing the introduction ofwaterintoauch premises, and expressly agreeing to the rules and regulations embodied in the application and to the provisions of this Ordinance. Sec. S Evory person making application ap-plication for water shall pay in ad vance the cost of the service pipe and connections, calculated from the centre of the Btreet (regardless of the location of the mam) to the inside Une of the curbstone, including the necessary stops, and on payment thereof and of the water rent as per schedule of rates hereinafter contained, con-tained, a license for the use of the water for the specified time shall be issued by the Mayor or presiding officer offi-cer of the City Council, and attested by the City Recorder, under the seal of the city. Sec. 9 To each service pipe there shall be attached, at the curb, a stopcock stop-cock and key box, which ihall be paid for by tbe consumer, and be undei tbe exclusive control of tbe Superm tendent. Sec. 10 All service and other pipe: used underground shall be of caa; iron, extra strong lead or tin lint lead, and laid not less than four fee below the surface, and all pipes fo water supply, whether inside" or out side, shall be of sufficient strength ti stand the water pressure, and all sue! work, alterations or extensions there of, must be done to tho acceptance o tie Superintendent. But no exten sion of a consumer's attachment shall be made without first obtaininj a license therefor. Sec. 11 If any water consumer shall permit any person from other premises, or any unauthorized person to use or obtain water from said consumer's con-sumer's premises or water fixtures, whether inside or outside of his building, build-ing, tbe supply of water may bo cut ofl and the amount paid forfeited. Sec. 12 All persons taking the water shall keep the service pipes and connections, leading to tbeir premises, and tbeir own apparatus in good re pair and protected from frost at their own expense, but no person, except under tbe direction of the Superintendent, Superin-tendent, shall be allowed to dig into the street or sidewalk for the purposo of laying, removing or repairing any service pipe. Sec. lUr If uy consumer shall waste any water, or allow it to be wasted by neyligenco, such as imperfect imper-fect stops or valves, or leaky joints or pipes, or allowing tanks to teak or to overflow, or wastefully run it through basins or otbor apparatus, or use tho water for purposes other than stated in the application and license, or in violation of tho rules and regulations for controling the water supply and the provisions of this ordinance the water shall be cut off from such consumer, con-sumer, and all payments forfeited, unless such peinon shall promptly pay such additional churgos as may bu imposed. bwj. 14 Whoever, by himself, family, fam-ily, servants or agents, shall uso the watflr comingthroiigh the watermainn without firit obtaining a license therefor, there-for, or shall without authority opon any sUp cock, valve, or other fixture a I tact i cd to the BysLctn of water sup ply, or shall iti any wine injuro, deface de-face or impair any port of any appur-tonanco appur-tonanco of iho water works, or shall out anything into any rcsorvoir or tank of the said worka, shall bo finnl not exceeding ono hundred dollars for each olfonno, or by imprisonment not oxcprdin(f six months, or by both fine and imprisonment. Sec. 16 If any person, after the water has been turned ofl from his premises, ou account of non-payment ot dues, or violation of the rules and 1 regulations pertaining to the water supply, shall turn the water ou again, or use or allow the water to be used without authority, he shall be fined not exceeding fifty dollars for each offense. Sec. 17 Fountains and sprinklers for lawns, gardens, yards or sidewalks side-walks shall not be operated during a fire. No fountain attachment shall be greater than half an inch in diameter, and no fountain shall play more than six hours per day, during , the months of July, August and September. Sept-ember. There shall be a stop cock to each fountain attachment, which shall bo controlled by the Superintendent. Sec. IS Sprinklers for lawns, gardens, gar-dens, yards and sidewalks must be used only for the purposes expressed in the license; and no sprinkler shall be used for sprinkling tho street outside out-side of the side walk, unless such privilege is included in the license and paid for accordingly. Sidenalks, windows and fronts shall not be sprinkled except between the houis of G and 9 a.m., 1 and 2 and 6 and 8 p.m. No nozzle for sprinkling shall bo larger than one-fourth inch in diameter, and no license for a sprinkler shall be issued except in connection with other water service. 1 Sec. 19 Sprinkling wagons and wagons for the delivery or salo of water must be filled from hydrants erected for that purpose, and shall be regulated and controlled by the Superintendent. Su-perintendent. Sec. h0 Steam boilers will not be allowed to fill from the pipes direct, but must be provided with a tank and supplied therefrom. Sec. 21 Watering troughs for animals ani-mals will not be allowed a constant flow of water, but will only be allowed to use snch quantity as will supply the actual wants of the stock having access thereto. Neither will continuous con-tinuous streams of water be permitted to flow from hydrants, faucets or stops over washbasins, water-closets, or urinals, or from any apparatus for drawing water. Sec. 22 Free access shall at all ordinary houre be allowed to the Superintendent Su-perintendent or other authorized per-Bon per-Bon to all places supplied with water, to examine the apparatus, the amount used and manner of UBing water, and any consumer violating any of the rules and regulations controlling con-trolling the water supply shall forfeit all payments made and the right to the use of the water. Sec. 2a The City Corporation shall i not be held liable for damage to any . consumer by reason of a stoppage or : interruption of his water supply, caused oy scarcity of water, accidents t to the works or water mains, altera-I altera-I tions, additions, repairs or other un-i un-i avoidable cause, beyond a pro rata reduction on bia license during such - stoppage. l Sec. 2-1 No telegraph post, hitch' i ing or other post shall be put down ? or set within four feet of any walei L service pipe, nor within six feet of anj water main pipe, except ou a written permit from the Superintendent. Sec. 2o--Wherever the water mains are laid, no person shall be allowed to convey the waters of City Creek from any ditch or place by private pri-vate pipes for fountains, domestic, mechanical or other purposes except tbe ordinary irrigation of lots, under direction of the Watermater ; nor shail said waters be hereafter diverted di-verted from the ordinary irrigation ditches for the supply of steam boilers or other mechanism, and all resolutions, resolu-tions, ordinances and permits allowing allow-ing any person to convey the waters ot City Creek or any part thereof from the ordinary ditches by pipes i for any ubo or purpose whatever, wherever the water mains aro laid, are hereby repealed.
