No other person shall open or operate any tire hydrant, or attempt to draw water therefrom, Skc. 4 Any person who shall wilfully, wil-fully, or carelessly run a vehicle against a fire hydrant, or otherwise wilfully or carelessly iujurn the same, ordraw. or attempt to draw water therefrom shall be subject to a fine ot not exceeding one hundred dollars, and be liable for all damages done to said hydrant. Sec. 6 Whenever any person do- fires to obtain a supply of water from the City Water Works he shall make application therefor in writing to the Mayor and sign an agreement, that he will be governed by such rules and regulations not inconsistent with this Ordinance as may be prescribed by the Mayor for the control of the water supply; said application must state the location, kind of building, number num-ber of rooms, and the entire areaot grounds to be supplied, aud fully and truly state all the purposes for which the water is to be used. Skc. 7 When application is made by a tenant, it must be accompanied by the signature of the owner of the 1 building consenting to aud authorizing authoriz-ing the introduction of water into such premises, aud expressly agreeing to the rules and regulations embodied in the application und to the provisions of this Ordinance. Sec S Every person making application ap-plication for water shsll pay in advance ad-vance the cost of the service nine and connections, calculated from the centre of tne street (regardless of the location of the mam) to the inside line of the curbstone, including the ; necessary stops, and on payment thereof and of the water rent as per schedule of rates hereinafter con tained, a license for the use of the water for the specified lime shall be issued by tho Mayor or presiding officer offi-cer of the City Council, and attested by the City Recorder, under the seal of the city. Sec. 9 To each service pipe thero shall be attached, at ttie curb, a stop-! cock and key box, which shall be paid for by th' consumer, and he under the i:xeiu.-iive control of the Superiu-1 tendent. Sec. 10 All service and other pipes used underground shall be of cast iron, extra strong lead or tin lined lead, and laid not less than four feet below the surface, and all pipes for water supply, whether inside or out side, shall he of sufficient strength to stand the water pressure, and all such work, alterations or extensions there of, must be done to the acceptance of the Superintendent. But no extension exten-sion ol a consumer's attachments shall be made without first obtaining a license therefor. Sec. 11 It any water consumer shall permit any person from other premises, or any unauthorized person to use or obtain water from said consumer's con-sumer's premises or water fixtures, whether inside or outside of his build-inn, build-inn, the. suppiy ol water may he cut ofi and the amount paid forfeited. Sec. 1'2 Alt persons t iking the water shall keep the service pipes and connections, leading to their premises, and their own apparatus in good repair re-pair and protected from frost at their own expense, but no person, except under the direction of ttie Superintendent, Superin-tendent, shall be allowed to dig into the street or sidewalk tor the purpose of layinc, removing cr repairing any, service pipe. Sec. 13 If any consumer shall waste any water, or allow it to be wasted by negligence, such as imperfect imper-fect stops or valves, or leaky joints or pipes, or allowing tanks to leak or to overflow, or wastefully run it through basins or other apparatus, or use tne water for nurooses other than staled in the application and license, or iu violation of the rules and regulations for controling tho water supply and the provisions of this oidinance, the water shall be cut ofi' from such consumer, con-sumer, and all payments forfeited, unless such person shall promptly pay such additional charges us may be imposed. Sec. 14 Whoever, by himself, family, fam-ily, servants or agents, s'aall use the water coming through the water mains' without first obtaining a license there-lor, there-lor, or shall without authority open any stop cock, valve, or other fixture attached to the Bystem of water supply, sup-ply, or shall in any wise injure, deface de-face or impair any part nf any appurtenance appur-tenance of the water works, or shall cat anything into any nservoir or tank of tin- said works, shall be fined not exceeding one hundred dollars for each otTenfo, or by imprisonment not exceeding six months, or by both fine and imprisonment. Sec. 15 Water consumers shall not take Ihe wa cr from the inside of a bunding or allow it to be taken or run by hnie nr otherwise into a yard, garden or sidewalk for watering or sprinkling, except when granted in tiieiicen.-e and paid lor accordingly, and no nydraut or apparatus for drawing water shall be placed in any ; yard whnro it will bo accessible for unlicensed persons to draw water therelrom. ? No fountain ultachment shall bo greater than ball an inch in diameter, and no fountain shall play more than six hours per day, d iring t.'io mouths of July, August and September, Sept-ember, Thero shall bo a stop cock to each fountain attachment, which shall be controlled by tho Superintendent. IS Sprinklers lor lawns, gardens, gar-dens, yards and sidewalks must bo used only for tho purposes expressed in tho license; and no sprinkler shall be used (or sprinkling tho street out side of tbo sidewalk, unless such privilege is included in tbo license and paid for accordingly. Sidewalks, windows and fronts tihill not be sprinkled except between the hours ot 0 and 0 a.m., 1 and 2 and G and S p.m. No nozzle for sprinkling shall he larger than one-fourth inch in diameter, and no license for a sprinkler shall bo issued except in connection with other water service. Skc. llJ Sprinkling wagons and wagons for the delivery or sale of water must bu tilled from hydrants erected lor that purpose, and snail he regulated anil controlled by the Superintendent. Su-perintendent. Sec. 0 Steam boilers will not be allowed to fill from the pipes direct, but must be provided with a tank and supplied therefrom. Ski;. 21 Watering troughs for animals ani-mals .vill not be allowed a constant tlow of water, but will only be allowed to use such quantity as will supply the actual wants of the Block having access thereto. Neither will continuous con-tinuous streams of water be permitted to How from hydrants, fuueets or stops over washbasins, water-closets, I or urinals, or from any apparatus for drawing water. Sec. 23 The City Corporation shall not be held liable for damage to any consumer by reason of a stoppage or interruption of his water suppiy, cause i i.y scarcity oi water, accidents to the works or water mains, alterations, altera-tions, additions, repairs or other unavoidable un-avoidable cause, beyond a pro rata reduction on bis license during such stoppage. Sec. -4 No telegraph post, hitch- , ing or other pest shall bo put down j or set within four feet ot any water sem're pipe, nor within six feet of any water main pipe, except on a written permit from the Superintendent.
