Show AN ORDINANCE In Relation lo the Suit lako City Waterworks and the Supply ol' Water from tho Main l'ipes, and Tor Uthcr 1'urposCs. Sec nos 1. Be it ordained by the City Council ol dalt L;tke city, that the Waterworks constructed by the Corporal iou lo supply S.dl Lake eitv with water from City Cruek canoo, tiiall be designated and kuowu as the SUlt Lake City Waterworks; they shall he tiie property of said cily, mid shall be under the. sole and exclusive control of the City Council, who may from time to timo direct the conritruc-tiou conritruc-tiou of such reservoirs, water tanks, ' water maius, service pipes and lire I hydrauts as the necessities ol the in-I in-I habitants ol the city may require, i'fhe City Council shall aluo appoint a Superintendent ot Waterworks, an , Assessor of water rates, and such other officers as may bo necessary to carry ou tho works. All officers 80 appointed shall hold office during the pleasure of said Council. Siio. 2. The Superintendent of Waterworks Bhull, under tho direction direc-tion of the City Couucil, have charge of the reservoirs, water tanks, water mains, firo hydrauts, and all the machinery ma-chinery and appurtenances apper-tainina apper-tainina tr) the Waterworks. He shall have the direction of the layiuf; of wuter niuins, and putting in ol service ser-vice pipes, and the regulatiou of the i water supply to Cm hydrants aud io ail consumers. Said Water Superiu-tndeut, Superiu-tndeut, before entering upon the duties of his office, shall take an oath of office and give bonds, with approved ap-proved security, lo Salt Lake city, in the penal sum of $5,000, conditioned for tho laithful performance of hiB duties. He shall report to the City Council quarterly, or oftcner if required, re-quired, his doings as Superintendent, the conditiou of Die Waterworks, and make such suggestions as the nature of the sprvice may require. Sec. 3. All hydrants shall be under the control of, and shall be kept in repair by the Superintendent of the Waterworks, ftud in case of fire or fireB the Fire Department and such others as the City Council shall authorize, shall have free access to said hydrauts. No other person shall open or operate any fire hydrant, or attempt to draw water therefrom. Sec. 4. Any person who shall wil-' fully or carelessly run a vehicle against a, fire hydrant, or otherwise wilfully or carelessly injure the same, or draw, or aiiempt to draw water therefrom, shall be subject to a fine of not exceeding one hundred dollars, and be liable for all damages done to said hydrant. Sec. 5. Wrenches for lire hydrants shall be furnished hy order of the City Council to the Fire Department, for their use. and to such other per sons as may be deemed proper by the Council, nnd any officer or member of the Fire Department, or other person per-son having charge of one or moie of said wrencheB, who ehall permit the same to be taken from their place of deposit, or to be used for any other purposes than those authorized by the City Council, shall be liable to a fiue of not exceeding fifty dollars for each of) e use. G Whenever any person desires to obtniu a supply of vater Irom the Ci y Waterworks, he shall make application therefor, verbally or in writing, to the M.iyor and sign an agreement that he will be governed by such rules and regulations not inconsistent in-consistent with this ordinance as may be prescribed by the Mayor lor the control of the water supply; said ap plication must state the location, kind of building, number of rooms, and the entire area of grounds to be sup plied, and fully and truly state the purposes for which the water is to be used, and upon notification from the Mayor, the Superintendent of Waterworks Water-works is authorized to extend, at the i'itpfin?fi of thft eitv. thfi Rrvicfi ninp to the inside line ol the curb stone, or to within sixteen feet of the property line, at the point most convenient for supplying the premises of the applicant. appli-cant. When application is made by a tenant, it muat be accumpauied by the signature of the owner of the building or ground consenting to and authorizing lite introduction of water into such premises, and expressly ex-pressly agreeing to the ruleB and regulations embodied iu the application applica-tion and to the provUiona ot this ordinance. ordi-nance. Sec. 8. To each service pipe there shall be attached, at the curb, a stopcock stop-cock aud key box, which shall lie paid for by the consumer, antl he under un-der the exclusive control of the Superintendent. Sec. 11. Whoever, by himself, family, servants or agents, shall use the water coming through the water mains without first obtaining a license therefor, or shall without aulhorilv open any stopcock, valve or other fixture attached to the sys'em ol water supply, or shall in anywise injure, deface or impair auy part, or any appurtenace of the Waterworks, or shall cast anything into any reservoir nr tank of the said works, shall be lined not exceeding one hundred dul lars for each otlenso, or by imprison ruent not exceeding six months, or by both fine and imprisonment. Sec. 14. If any person, after the water has been lurntd oil' Irom his premises, on account of noi:-pnyment of dues, or violation of the rules and regulations pertaining to the water supply, Bhall turn .the water on again, or use, or allow the water to be used without authority, he shall be fined not exceeding titty dollars fur each ofJeose. No fuuntain attachment shall he greater than half an inch iu diameter. diam-eter. There shall be a stopcock to each fountain attachment, which shall be under tho control of the Superintendent. Sec. 16 Sprinklers for lawns, gardens, gar-dens, yards and sidewalks must be ustd only for the purposts expressed in the license; and no sprinkler shall he used lor sprinkling the street outside out-side of the sidewalk, unless such privilege is included in the license and paid for accordingly. Sidewalks, windows and fronts nhall not be sprinkled except between the hours ot 0 and 9 a.m , 1 and 2, and 0 and S p m. No unzzlu for sprinkling shall . ha larger that: one-lourlh iuoh in j diameter, and no license for a sprink- ler shall be issued except in connection connec-tion with other water service. Sec 17. Sprinkling wagons aud wagons for the delivery or sale of water must bo filled Irom hydrants erected for that purpose, and shall be regulated and controlled by the Superintendent. Super-intendent. Sec. IS. Steam boilers will not be allowed to fill Irom tho pipes direct, but must he provided with a tank and supplied therefrom. Sec. 19. Neither will continuous continu-ous streams of water be permitted to flow from hydrants, faucets or stops over washbasins, water-closets or urinals, or from any apparatus for drawing water. Sec 20. Free access Bhall nt all ordinary bouts be allowed to the Superintendent or other authorized person to all places supplied with water, to examine the apparatus, the ; amount used and tho manner of using water, and any contumer violating vio-lating auy of the rules and regulations regula-tions controlling the water supply shall forfeit all payments made and the right to tho use of the water. Sec. 21. The City Corporation shall not be held liable for damage to any consumer by reason of a stoppage or interruption of his water supply caused by Hcarcity of water, accidents to the worki or mains, alterations', additions, repairs or other unavoidable unavoid-able cause, beyond a pro rata reduction reduc-tion on hia licence during such stoppage. stop-page. Sec. 22. No telegraph post, hitching hitch-ing or other post shall be pat down or set within four feet of any water service ser-vice pipo, nor within Bix feet of any main pipe, except on a written permit from the Superintendent. Sec. 23. Wherever the water mains are laid, no person shall be allowed to convey the waters of City Creek from any ditch or place by private pipes for fountains, mechanical mechani-cal or other purposes, except the ordinary irrigation of lots, under direction of the Watermasler, nor shall aaid waters be heieafler diverted from the ordinary irrigation ditches for the supply of steam boilers or other mechanism, and all resolutions, ordinances and permits allowing any person to convey the watirsof City Creek, or any p irt thereof from the ordinary ditches hy pipes for any use or purpose whatever, wherever the water maius are laid, are hereby repealed. re-pealed. Sec. 24. The assessor of water rates shall make semi annual assessments assess-ments of water takers, based upon the rateB hereinafter established, and dating from the first day ot January and the first day of July of each year respectively. Said assessor shall make prompt returns of bis doings to the City Eecorder, who shall charge to each person the amount assessed against him, which amount shall be : payable on demand, aud shall be collected col-lected and paid into the City Treasury in the same manner as license fees are collected and paid in. Sec. 25. Any person violating any of the provisions of this ordinance, where the penalty is nut herein otherwise other-wise provided, shall, on cuuviction, be liable to a fine of not exceeding tidy dollars for each ollonso. Sec. 27. Nothing herein contained shall prohibit iho City Council Irom amending, altering or adding to the provisions ot this ordinance in relation to the water supply or the rules anil regulations which may he adopted in conformity therewith; J'rorith-d, that no alteration in water rates shall apply to any licence issued or contract made with a consumer under this ordinance, until alter the expiration of such 1 license or contract.
