Ha says the republican re-publican party can no' longer be held responsible for whatever may happen in the south; the democrats alone mutt be hold responsible for whatever may occur there. The president says he has always been a republican and is no, aud that the republican parly never was mora necessary to tbe nation than it is to-day.
