While apparently reproaching Pitkin lor complaining because the adminis tration has asked his resignation in order to give the place to one Wharton, it goes on to Bay that this 1 Wharton was the instrument in the 'bantis ol Commissioner Wayne MacVeigh of buying over and in-I in-I fluencing over to the Nicholls legisla tore enough men to vote that Nicholls waa governor and to justify the president in withdrawing the troops. He speaks in terms of the highest praise of Pitkin'e services and his devotion to tbe flag. Butler adds: Garfield who resigned to make way for Stanley Matthews on a reported agreement by the president to makn Garfield speaker.
