Wallace, who is in charge of unfinished un-finished business, tbe long bond bill, beiDg still unavoidably absent, the bill was passed over for the present with the understanding thai it should retain lis place as unfinished business. Beck called up the resolution submitted sub-mitted by bim on tbe 21st of January doclarinii it inexpedient at thia time to levy and collect a tax tor the maintenance main-tenance of a sinking fund, and spoke at length in favor oi me resolution. Beck opposed the reference of the resnlution to the committee on finance. Morrill said he was willing to do a great deal to reduce taxation, but tuought it strange that Beck should want this important resolution passed wuboul referring it to tbe Cuance committee. The navigation law, wnich Beck denounced, were the same asm 'Gl. Ho denied that the poor were oppressed, and the rich dvund by present taxation. He boyed that thia wuuld not be one of the resolutions to be pawed under the whip aud spur of outside influence. Marsh offered a resolution reciting that the Union Paeifio ami Central Pacific railroad companies owe the United States $28,000,000 of accrued1 interest on boctrs guaranteed by the United Stales, and that the earnings of said companies have been con sumed by dividends declared on the capital stock in violation of their charters, and directing the judiciary committee to report wuether it is expedient ex-pedient to enact such laws as will prohibit the payment of dividends on said stock until the indebtedness to the United States is liquidated.
